The Greenwood-Leflore-Carroll Economic Development Foundation (EDF) is soliciting proposals for four distinct professional service contracts to support the redevelopment of the historic Aven Building in Greenwood, Mississippi. - Government Buyer: - Greenwood-Leflore-Carroll Economic Development Foundation (EDF) - Services Requested: - Architectural and engineering design, including cost estimating, bid process management, project management, construction administration, and compliance with historic preservation and federal requirements (such as Build America, Buy America (BABA), Buy America Preference (BAP), and prevailing wage) - Legal services for project structuring, contract writing and negotiation, real estate and financial closings, and program compliance - Accounting and financial services, including tax structuring, financial closing, pro forma and cash flow development, financial statement preparation, audits, grant reporting, and program compliance - Development consulting services, including advising on project aspects, marketing for New Markets Tax Credits, assisting with Historic Tax Credit requirements, advising on deal structure, and ensuring grant and funding compliance - Notable Requirements: - Experience with historic property renovation and federal/state grant management - Familiarity with New Markets and Historic Tax Credits - Compliance with federal procurement laws (2 CFR Part 200), Section 3 of the HUD Act, E-Verify, and other grant-related requirements - Minority- and women-owned businesses are encouraged to apply - No specific OEMs or product vendors are named in the solicitation - Each contract will be awarded separately, with fees negotiated after selection
