This opportunity concerns the continued support and enhancement of the DoD365 Integrated Phone System (DIPS) Bridge, which enables Microsoft Teams clients to function as soft phones for Department of Defense users. - The Defense Information Systems Agency (DISA) is seeking an enhanced Session Border Controller (SBC) solution to support new SIP call patterns resulting from a Microsoft Teams upgrade. - The current bridge contract is a sole-source award to Lumen Technologies Government Solutions, Inc., covering activation, operations, management, and sustainment of the SaaS-based SBC for Microsoft IL5-hosted DoD O365 tenants. - The bridge contract ensures uninterrupted unclassified telephony for over 1.85 million users across multiple DoD IL5 M365 Tenants. - The period of performance for the bridge contract is August 10, 2026, to August 9, 2028 (one 12-month base period plus one 12-month option period). - The follow-on task order is expected to begin in August 2028. - Key requirements include compatibility with DoD Microsoft Teams, support for altered SIP call flows, and robust SaaS-based SBC operations. - No specific product part numbers are provided, but the solution must support large-scale, secure, and reliable telephony integration for DoD O365 environments.
Description
The Senior Procurement Executive (SPE) approved only the base period of the bridge; therefore, the period of performance will be from August 10, 2026 to August 9, 2027, consisting of one, 12-month base period.
DIPS is a functionality within Department of Defense (DoD) Microsoft Teams, which enables Teams soft clients to operate as a soft phone for end users. This feature upgrade to the current use of Teams significantly altered Session Initiation Protocol (SIP) call patterns between the DoD Microsoft O365 hosted tenants and the DISA managed Voice Cloud Access Point gateways, which requires an enhanced Session Border Controller (SBC) solution to meet these SIP based call flows.
