THIS REQUIREMENT IS ADVERTISED AS SOLE SOURCE. THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

THIS IS NOT A SOLICITATION. This announcement is a sole source pre-solicitation notice.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements. “A determination by the Government not to compete this effort is solely within the discretion of the Government.  The Government will not return any information submitted, nor will the Government compensate any company who responds to this notice.

This requirement will be solicited with only one responsible source in accordance with FAR 12 using Simplified Acquisition Procedures. Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) hereby gives notice of its intent to award a sole  source, Firm‑Fixed‑Price (FFP) contract to Airgas USA, LLC  gas delivery and pick up service for high purity gases required by Mid-Atlantic Regional Materials Test Laboratory.

The supplier shall, at most, provide the following gases:

10 Cylinders of UHP Hydrogen, 99.999% Pure, Size 300 CGA 350 20 Cylinders of UHP Argon, 99.999% Pure, Size 300 CGA 580 30 Cylinders of Zero Grade Air, size 300 (THC <1.0 ppm) CGA 590 15 Cylinders of UHP Oxygen, 99.999% pure, size 300 CGA 540 20 Cylinders of P-5 UHP (5% Methane, balance Argon), size 200 CGA 350 15 Cylinders of UHP 99.999% Pure Nitrogen, size 300 CGA 580

This procurement will be conducted under NAICS Code 325120 (Industrial Gas Manufacturing), which has a size standard of $12 million, and PSC W068 (Lease-Rent of  Chemical Products).

The anticipated award will include one (1) Base Year of performance in 2026. Services include all labor, materials of specialty gas delivered and cylinders leased.

The solicitation is anticipated to be available no later than Tuesday August 04, 2026. Once available, the solicitation will be posted to this site: www.sam.gov&nbsp;under the solicitation number N4215826QN040.   Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available in electronic form.
