Description
DITCO-Pacific intends to award a sole source modification for long distance services to Teleguam Holdings LLC for the U.S. NAVCOMTELSTA Guam.
This will be a modification to an existing Inquiry/Quote/Order (IQO) Communication Service Authorization (CSA) TELH000001EBM for Virtual Private Network Service (VPNS) at Naval Base Finegayan, Guam. The original award was issued under a full and open competition.
The purpose of this modification is to add long-distance voice services to the Managed Network Services (MNS). This ensures that a managed SIP Trunking solution supports both local and long-distance outbound/inbound traffic under the same managed framework.
Obtaining a duplicate MNS SIP Trunk is not economically or technologically feasible. Procuring a redundant SIP Trunk and parallel on-premises equipment from a secondary vendor to handle long-distance traffic would result in duplication of hardware and circuit costs. Technologically, attempting to overlay a secondary carrier's voice routing on Teleguam’s managed on-premises equipment can cause system routing conflicts.
APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
This notice is not a request for competitive proposals. The Government retains sole discretion regarding competition. Information received will only be considered for determining whether to conduct competitive procurement. The anticipated award date is August 2026.
