The American Battle Monuments Commission (ABMC) is soliciting proposals for two major IT infrastructure initiatives: - Cloud Backup and Recovery Services - Fully managed backup and recovery for Microsoft 365, Azure workloads, SharePoint Online (approx. 30 TB), and identity systems (Active Directory, Microsoft Entra ID) - Includes recurring licenses, software services, storage, compute, data transfer, and service capacity - Requires one-time implementation, configuration, testing, documentation, and knowledge transfer - Solution must be hosted in FedRAMP Moderate authorized sites - Support required during east coast business hours - No specific OEMs named; solutions must be commercial and FedRAMP compliant - Fiber Dedicated Internet Access (DIA) Services - Installation of fiber DIA circuit equipment and Customer Premise Equipment (CPE) - Key equipment includes Cisco Catalyst switches and Fortinet firewalls - Site surveys, fiber installation/construction, and post-installation warranty support - Event-based 10 Gb/s fiber internet for temporary needs - Multi-vendor DDoS protection required, with allowance for layered DDoS scrubbing centers - High-precision AutoCAD drawings and quarterly vulnerability scans required - Must support coexistence with legacy fiber services - Contract Structure and Requirements - Cloud backup: base year plus four option years; implementation to be completed within 6 months of kickoff - Fiber DIA: 12-month base period, with site surveys within 60 days and full delivery by contract deadline - NAICS code: 518210 (Data Processing, Hosting, and Related Services) - All solutions must meet federal security and compliance standards

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is ABMCFY26_CloudBackup and is issued a request for quote (RFQ). 

The solicitation document and incorporated provisions and caluses are those in effect rhough Federal Acquisition Circular 2026-01.

There is no small business set-aside for this requiremenet and the associated NAICS is 518210 and size standard of $40.0M. 

ABMC requires a fully managed cloud backup and recovery service for Microsoft 365, Azure, and identity systems. Contractor shall provide recurring licenses, software services, and data backup services under CLIN 0001. Contract shall provide one-time implementation and deployment services under CLIN 0002. CLIN 0001 shall include one base year and four option years. 

FAR provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

Offerors may use their active SAM.gov registration to satisfy the requirements at FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services.

FAR clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. 

Additional contract requirements or terms and conditions (such as contract financing arrangements or warranty requirements) as determined by the contracting officer may be necessary for this acquisition, and shall be consistent with customary commercial practices.
