Description
NASA Johnson Space Center (JSC) White Sands Test Facility (WSTF) has a requirement to replace an obsolete thrust measurement system, including design, calibration, installation, integration, and validation of specialized test equipment.
NASA JSC WSTF intends to issue a sole source contract to acquire this item from Force Measurement Systems, Inc. under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Force Measurement System, Inc. is the only supplier that provides a thrust measurement system that is compatible with hypergolic propellants, can operate at 0.1 psia, and can withstand the environmental conditions present with in a vacuum rated rocket propulsion test stand.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Cynthia Uribe, cynthia.uribe@nasa.gov, not later than 4 pm Mountain Daylight Time on August 12, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
