The Army Contracting Command – Rock Island (ACC-RI), on behalf of the Product Manager (PdM) for the Army Contract Writing System (ACWS), is issuing this Final Call for Solutions (CFS) to acquire capabilities to sustain, modernize, and integrate contract writing and administration solutions. These solutions will support the Army's acquisition community by automating the contracting lifecycle, modernizing legacy systems, and integrating intelligent automation.

The Government is soliciting solutions from all sources, including commercial, government, traditional, and non-traditional defense contractors. We are specifically seeking innovative Low-Code, No-Code (LCNC) approaches to implement Secure Environments (including full Impact Level 6 [IL-6] implementation), merge Virtual Contracting Enterprise (VCE) capabilities, provide Tier 3 operations support, and proactively integrate Agentic AI and machine learning. The Government maintains a platform-agnostic approach and encourages solutions that optimize performance.

This posting serves as the formal solicitation under the Army’s Open Solicitation (AOS) Commercial Solutions Opening (CSO). The Government has incorporated industry feedback and the official Q&A from the Draft CFS phase into this final document.

Interested parties are directed to review the attached Final CFS document for comprehensive program requirements, evaluation criteria, teaming/subcontracting guidelines, and submission instructions. Phase 1 White Papers and Pricing Templates (Attachment 1) are due no later than 1200 CST on 11 August 2026.
