This opportunity seeks qualified small businesses to provide turnkey removal and replacement of critical HVAC equipment at a Fort Sam Houston data center: - Government Buyer: - Department of the Air Force, 502d Civil Engineer Squadron, Joint Base San Antonio - OEMs (Original Equipment Manufacturers): - Data Aire (CRAC units) - Daikin (chillers) - Products Requested: - Six (6) Data Aire Computer Room Air Conditioning (CRAC) units - Two 45 TON, two 40 TON, two 25 TON units - Downflow, chilled water, with airflow 9,000–19,500 CFM, up to 15 HP motors, MERV 8 filtration, direct-drive air foil plug fans - Two (2) Daikin air-cooled chillers - 115 TON (per SOW) or 75 TON (per salient characteristics) high-efficiency scroll chillers - Hermetic scroll compressors, all-aluminum microchannel condenser coils, direct-drive condenser fans, factory freeze protection heaters - Services Requested: - Turnkey removal, disconnection, refrigerant reclamation, rigging, and legal disposal of existing units - Complete installation, plumbing, electrical, startup, operational testing, BACnet BMS integration, airflow balancing, and commissioning - Minimum four (4) hours of on-site training for facility personnel - Unique/Notable Requirements: - Equipment must be 'same-in-kind' replacements, matching or exceeding legacy performance, airflow, and physical footprint - Must support BACnet building management system integration - Minimal downtime and compliance with all codes and standards - Electrical compatibility and site footprint constraints - Turnkey project delivery including all labor, materials, and commissioning

Description

THIS IS NOT A REQUEST FOR QUOTE: The purpose of this Sources Sought Notice is to query the market for potential interested, capable, responsible, and qualified small businesses that can provide and perform the stated requirement IAW the attached DRAFT Statement of Work. The Government is interested in collecting market information in accordance with (IAW) RFO Part 10. If interested, please review all attachments and fill out and return a copy of the attached Request For Information (RFI) document along with your capabilities.

Description of Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to remove and replace the Computer Room Air Conditioning (CRAC) Units and Chillers in Building 2265 at Fort Sam Houston. This is a life-cycle replacement of an HVAC system with incidental services requested by the 502d Civil Engineer Squadron (502CES) FSH office, which includes the disconnection, removal and disposal of the old units, followed by this installation, connection, and commissioning of the new equipment. The work will be conducted at Building 2265, JBSA FSH 78234. The objective is for the removal and replacement of six (6) “same-in-kind” Data Aire complete and fully operational CRAC units, and two (2) “same-in-kind” Daikin complete and fully operational Chillers, in accordance with (IAW) all applicable codes, standards, and manufacturer specifications.
