(sole source OEM and vendor) - Products/Services Requested: - 166 units of Polymer Bonded Explosive (PBXN-5), Type I, Class 3 - Part number: PBXN-5 - Must be manufactured in accordance with MIL-DTL-81111 - Contract Data Requirements List (CDRL) items A001 through A003 - Notable Requirements: - Strict compliance with hazardous material handling protocols - Cybersecurity compliance (CMMC) - Physical security requirements for explosives - Delivery is FOB destination to NSWC Crane, IN - All items must be delivered by the specified contract end date - The procurement is intended as a sole source contract with BAE Systems Ordnance, Inc., but other responsible sources may submit capability statements for consideration.

Description

Naval Surface Warfare Center (NSWC) Crane has a requirement for Explosive, Plastic-Bonded, Pressed (PBXN-5) energetic.

The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, BAE Systems Ordnance, Inc. under the authority of FAR 13.101(b).  All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
