Description
The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG), is currently conducting market research to attempt to bolster government and industry coordination and partnership in supporting Yuma Test Center (YTC) at the United States Army Yuma Proving Ground (USAYPG), AZ. This RFI is being issued to inquire about providing wastewater services. A draft Performance Work Statement (PWS) is provided as an attachment.
Anticipated Period of Performance will consist of one (1) base year and two (2) 12-month option years. Base Year: 1 Nov 2026 - 31 Oct 2027
Year One: 1 Nov 2027 - 31 Oct 2028
Year Two: 1 Nov 2028 - 31 Oct 2029
Respondents are strongly encouraged to provide thorough answers to all questions outlined in this RFI and to explicitly address the relevant sections of the PWS within their submissions.
Information Sought:
(1) Has your company delivered services outlined in the PWS under Part 5 Specific Tasks?

(2) Does your company believe this requirement is a commercial service as defined in Revolutionary FAR Overhaul 2.101? Specifically, are these (or similar) services offered and sold competitively in the commercial marketplace?
(3) Does Industry agree that the use of the NAICS code 221320 Sewer Systems or Sewage Treatment Facilities is the best fit for this requirement? If not, please suggest an alternative and explain why.
(4) Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
(5) What is your firm’s size and status under NAICS 221320? Small Business, SBA Certified 8(a) Stars III, Oasis, or other Government-Wide Contract Vehicles? Please provide contract numbers.
THIS REQUEST FOR INFORMATION (RFI) is solely for information and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Further, MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.
The Government is interested in any input from the small business community as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
INFORMATION: The proposed item to be supplied is anticipated to be classified under NAICS 221320: Sewer Systems or Sewage Treatment Facilities. This NAICS code was selected as it comprises establishments primarily engaged in the repair and maintenance of commercial and industrial machinery and equipment. The services required for the wastewater follow-on, which are responsible for collecting, treating, and safely disposing of sewage and related waste. The applicable small business size standard for NAICS 221320 is $35.M.
