The Naval Surface Warfare Center Dahlgren Division (NSWCDD), under the Department of the Navy, is seeking industry sources for a large-scale Computer Program Engineering Services (CPES) contract to support naval weapons and combat system development, testing, certification, maintenance, training, and simulation. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Dahlgren Division (NSWCDD), V Department Integrated Combat Systems - Contracting officials: Stephanie Long (Contract Specialist), Samantha Price (Contracting Officer) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments - Products/Services Requested: - Computer Program Engineering Services (CPES) for a wide range of Navy and allied combat systems, including: - Aegis, Ballistic Missile Defense (BMD), Frigate (FFG), Integrated Combat System (ICS), Littoral Combat Ship (LCS), DDG(X), Ship Self Defense System (SSDS), Unmanned Surface Vessel (USV), U.S. Coast Guard (USCG), Zumwalt, U.S. Marine Corps (USMC), Foreign Military Sales (FMS), and NATO programs - Services include: - Software engineering, system analysis, simulation, testing, cybersecurity, virtualization, prototyping, fleet and test site support, and program management - Labor categories: Program Manager, Deputy Program Manager, Principal Systems Engineer, Senior Systems Engineer (Combat Systems), Principal Software Engineer, Senior Test Engineer - Over 1.7 million labor hours across multiple labor categories - Personnel must have technical degrees, extensive combat systems/software engineering experience, and security clearances up to TOP SECRET/SCI - No material/equipment procurement; labor and travel only - Unique/Notable Requirements: - Support for both U.S. and allied (FMS, NATO) naval systems - Hybrid contract structure (CPFF and FFP Level of Effort Task Orders) - Stringent personnel qualifications and security clearance requirements - Emphasis on emerging technologies, virtualization, and future defense concepts - Contract period up to 5 years (base plus four option years)
