The City of Duarte is seeking bids for the FY26/27 CDBG ADA Curb Ramps Project, funded by HUD's Community Development Block Grant (CDBG): - Government Buyer: - City of Duarte, Public Works Division, Community Development - Project Scope: - Construction and improvement of ADA-compliant curb ramps, sidewalks, and related infrastructure - Includes traffic control, demolition, cold milling and overlay of asphalt pavement, construction of Portland Cement Concrete (PCC) sidewalk, curb and gutter - Installation of detectable warning surfaces, adjustment of manhole frames and covers, relocation of signage, installation of wheel stops, new pavement striping, and survey staking - Products/Services Requested: - Mobilization and demobilization (1 unit) - Traffic control (1 unit) - Cold mill existing variable depth 2'' to 3'' asphalt concrete (2,600 SF) - Construct 2'' AC pavement overlay (40 tons) - Sawcut and remove existing improvements and construct 6'' full depth AC in two lifts (230 SF) - Remove existing improvements and construct PCC curb and gutter (410 LF) - Remove existing improvements and construct PCC sidewalk (1,200 SF) - Remove existing improvements and construct ADA curb ramp (870 SF) - Install detectable warning surface on existing curb ramp (14 units) - Remove existing improvements and construct river rock embedded in concrete (150 SF) - Adjust existing sewer, storm drain, or telephone, manhole frame and cover to grade (1 unit) - Relocate post and sign(s) (1 unit) - Install 6' long wheel stop (5 units) - Remove existing and install new striping (1 unit) - Survey staking and re-establishing survey monuments including tie outs (1 unit) - Unique/Notable Requirements: - Compliance with federal and California prevailing wage laws, including Davis-Bacon and Related Acts - Class "A" Contractor's License required - Mandatory pre-bid meeting and pollution liability insurance - Electronic bid submission, 10% bid bond, and strict eligibility checks with California DIR and federal SAM databases - Liquidated damages of $1,000 per calendar day for delays - No specific OEMs or proprietary products are named; the solicitation is open to qualified contractors

Description

This solicitation is for the FY26/27 CDBG ADA Curb Ramps Project which involves traffic control, protection and demolition of existing improvements within the right-of-way, grinding existing pavement, AC overlay, construction of PCC sidewalk, curb and gutter, ADA ramps, installation of detectable warning surfaces, adjustment of manhole frame or cover, removal and replacement of signage and striping, and other appurtenances as per Plans and Specifications. The project is funded in whole or in part with Community Development Block Grant (CDBG) funds provided by the U.S. Department of Housing and Urban Development (HUD) and includes enforcement of Federal Labor Standards Provisions. A mandatory pre-bid meeting is scheduled for July 30, 2026, and bids are due by August 6, 2026.
