Description

This is a Notice of Proposed Contract Action under the RFO Part 12 Acquisition of Commercial Products and Commercial Services. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 811310 with a small business size standard of $12,500,000.00 in annual receipts.

The contractor shall provide all personnel, labor, equipment, tools, parts, materials, technical data, supervision, and other items and services necessary to provide maintenance and Star-up services of the B2 Eaton UPS serial number EG431CBC10 to the Air Force Research Laboratory at the Rome Research Site (RRS), Rome, New York.

The contractor shall provide the Eaton OEM Recertification Package to include:

Eaton Service Engineer complete start-up and recertification Eaton Replace the 40 batteries from 2015 with new model PWHR12540W4FR batteries. Eaton to upgrade the unit capacitors. Eaton Full Fan Upgrade.

The contractor shall replace any of the following circuit boards if found bad at start-up using a contingency line item of $3000.00 744-00454 Control PCB 744-B0027 Interface PCB 744-00455 Mini-CSB

Eaton start-up and re-certification as follows: Eaton Technician to complete Recertification (7 x 24) per L-2 (attached) Eaton battery replacement 40 new Eaton approved batteries for maximum backup time & reliability Freight pre-paid and allowed to your loading dock* Removal and EPA approved disposal of old lead batteries Installation of new batteries by Eaton Trained technicians per R-11 Labor and travel 5x8 (Mon thru Friday 8 to 5). After Hours available. (3) Three Year Parts and 3 Year Labor Manufacturer’s warranty applies per R-13

Eaton Cap replacement 7 x 24 Labor included Eaton Engineering is continually testing products for the best performance in Eaton UPS System. Eaton technicians install the caps in complete pan assemblies to minimize down time and the wear & tear on the individual caps. Caps installed piecemeal can be easily cracked or over torqued. UPS will be transferred to bypass or maintenance bypass for work to be performed.

Eaton Fan Replacement 7 x 24 Labor Replace all fans Replace bad cards contingency If any of the essential cards for recertification are found to be inoperable at Start-up, replace them and charge the replacement parts CLIN.

The Government has determined that no other source has commercial offerings that can meet this requirement. The Information Directorate has ongoing classified computing, secure telephone, video-teleconferencing equipment, and secure networks in support of multi-domain environments that require continuous UPS services. These services must be maintained 24/7 due to critical communication requirements with USAF, Agencies, and other mission partners. The UPS system is the primary power supply backup platform. In order to prevent an interruption in services or loss of data related to the support being provided by this facility, procurement of a support maintenance contract covering hardware and software for this UPS is necessary in the event of a failure event related to the UPS system.

Eaton is the manufacturer of the UPS system and has confirmed that they do not authorize any other service provider. Eaton’s products are constructed and designed by their employees to be worked on by their employees. All diagnostics and software adjustments are proprietary, should non-Eaton employed/certified technicians do any work on the UPS, any warranties would be void.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2026.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
