The National Endowment for the Arts (NEA) announces that its civil monetary penalty amounts will not increase for the 2026 calendar year. The NEA is required by statute to annually adjust the maximum civil monetary penalties for violations of the Program Fraud Civil Remedies Act and the NEA's Restrictions on Lobbying for inflation. However, following guidance from the Office of Management and Budget, the NEA will maintain the 2025 penalty levels for 2026 due to no cost-of-living adjustment. The maximum penalty under the PFCRA remains $14,307, and penalties under the Restrictions on Lobbying range from $25,119 to $251,322.
