Description

1. Description of Action

The 434th Contracting Flight at Grissom ARB, IN, intends to award a sole-source, firm-fixed-price contract to Howard Day and Associates, 5334 NAVARRO ST, HOUSTON, TX 77056 for the procurement and support of the ALRS system.

The authority permitting this sole-source acquisition is FAR Part 12 Acquisition of Commercial Products and Commercial Services utilizing simplified procedures in accordance with the Revolutionary FAR Overhaul (RFO) framework.

Estimated Annual Value: $10,500.00 Total Estimated Contract Value (including options): $52,500.00

2. Unique Qualifications / Requirement Context

The Automated Lodging Reservation System (ALRS) utilizes proprietary software code, reservation scheduling databases, and specialized system configurations designed and owned exclusively by Howard Day and Associates. No other vendor possesses the source code, legal rights, or proprietary data access required to modify, maintain, or support this operating system. As the original developer of the ALRS software, Howard Day and Associates is the only source capable of satisfying this requirement without the Air Force Reserve Command incurring substantial duplication of costs and unacceptable operational delays in lodging management during Unit Training Assemblies (UTAs).

3. Submission of Capability Statements (Fair Opportunity)

This publication is not a request for competitive proposals or a solicitation for bids; however, in accordance with FAR 5.101(c)(1)(vi), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

Any vendor believing they can fulfill this requirement must submit a detailed capability statement demonstrating their technical ability to provide the required ALRS system and services.
