This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.

This acquisition IS set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Solicitation number 15B50426Q00000013 is issued as a request for quotation (RFQ), for: The Federal Bureau of Prisons, FPC BRYAN, intends to issue a solicitation for the supply and delivery of:

The Federal Bureau of Prisons, FPC Bryan, is seeking a responsible vendor to provide one (1) 160-Ton Air-Cooled Scroll Chiller for in-house replacement of the existing unit serving the Brazos Unit. This requirement is supply-only and the contractor shall furnish all equipment and materials to replace the existing system with the new system in accordance with the Statement of Work. The proposed unit must be submitted with the full product detail sheets and specifications that are equal or equivalent to the requested specifications. All materials must meet applicable industry standards and comply with relevant environmental, safety, and quality requirements. Vendors must complete and return the attached SF-1449 with their quotation.

Place of performance is the Federal Prison Camp (FPC) Bryan, TX, located at 1100 Ursuline Avenue, Bryan, TX 77803.

The contract type will be Firm-Fixed-Price (FFP). The Government reserves the right to award to the responsible vendor(s) whose offer conforms to the solicitation and is considered most advantageous to the Government. The evaluation criteria will follow the Best Value Trade-off to the Government. (1) Technical Acceptability (2) Delivery Schedule (3) Price. Delivery Schedule will be evaluated based on the Offeror’s proposed delivery date, with earlier delivery considered more advantageous to the Government. Technical Acceptability and Delivery Schedule, when combined, are more important than Price. The Government may make award to an Offeror other than the lowest-priced Offeror if the Government determines that the additional benefits associated with a technically superior quotation and/ or a more advantageous delivery schedule justify the additional cost. Conversely, the Government may make award to a lower-priced Offeror when the perceived benefits of a higher-priced quotation do not warrant the associated price premium. The Government reserves the right to make award without discussions.

The solicitation will be made available on or about July 28, 2026, and will be posted to the GPE website at www.sam.gov. All future information related to this acquisition, including any solicitation amendments and award notices, will also be disseminated through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this solicitation.

Registration in SAM: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications in SAM at the time of submitting their quotation Quotation Deadline: The anticipated closing date for receipt of quotations is August 07, 2026, at 11:00 AM Eastern Time.

Payment Terms: Payment will be processed via Electronic Funds Transfer (EFT) in accordance with 52.232-33 Payment by Electronic Funds Transfer- System for Award Management.

Additional Requirements: Offerors must include a specification sheet and any submittal information about the products offered in their quotation. Faxed and hand-delivered quotes will not be accepted.
