The USDA Natural Resources Conservation Service (NRCS) Utah is seeking qualified firms to provide cultural resource management services for conservation projects in Iron County, Utah. - Government Buyer: - United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Utah - Offices include the Utah Area Cultural Resource Specialist and Iron County field office - Scope of Work: - Intensive pedestrian cultural resources inventory on approximately 775 acres of private land - Supports conservation practices such as mechanical brush management, range planting, and forest stand improvement - Compliance with Section 106 of the National Historic Preservation Act (NHPA) is required - Work includes literature reviews, field surveys, archaeological site documentation, mapping, evaluation for National Register eligibility, and comprehensive reporting (including GIS data submission) - Projects cover two parcels: 440 acres (Project 748D43261B8) and 335 acres (Project 748D43261A1) - Key Requirements: - Qualified personnel must hold permits from Utah's Office of Archaeology and Historic Preservation - All work must meet Secretary of the Interior standards and SHPO guidelines - Milestone-based payment structure: 40% after fieldwork, 30% after draft report, 30% after final report acceptance - No specific OEMs or commercial vendors are named in the solicitation - The contract is a total small business set-aside under NAICS 541620 - One award will be made for the aggregate of all items

Description

NRCS Utah is soliciting proposals from Cultural Resource Management firms (Contractor) to conduct an intensive pedestrian cultural resources inventory on approximately 775 acres of private land in Iron County, Utah. For this undertaking, NRCS Utah is providing technical and financial assistance to Jared Spender Bayles and Randall Adams Land & Livestock to implement a suite of conservation practices—including mechanical brush management, range planting, and forest stand improvement treatments—designed to enhance overall rangeland conditions, reduce soil loss, improve wildlife habitat, and increase forage production.

Projects that receive Federal funding from the NRCS through the U.S. Department of Agriculture Farm Bill are considered undertakings that are subject to review for potential impacts to historic properties under Section 106 of the National Historic Preservation Act (NHPA) as set forth in 36 CFR 800. The NRCS has assumed the role of lead Federal Agency and is responsible for compliance with Section 106 of the NHPA. Identification of cultural resources within the area of potential effects (APE) for this undertaking is therefore necessary prior to the range management practice implementation.

The authorized Contractor will complete an intensive pedestrian cultural resources inventory of the APE to identify historic properties that may be adversely affected because of the undertaking. As shown on the attached project maps, the APE for this project consists of approximately 775 acres of Private Lands in Iron County, Utah. The individual practice APEs were used to define the cultural resources inventory area for the purposes of this project.
