This opportunity is for hazard tree removal services at the Fullerton Lake Recreation Area, Calcasieu Ranger District, Kisatchie National Forest, Louisiana. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, Kisatchie National Forest, Calcasieu Ranger District - Scope of Work: - Hazard tree removal across approximately 75 acres - Tasks include identification, felling, limbing, bucking, removal, hauling, disposal of hazard trees and downed logs, mastication, stump grinding, and site cleanup - Removal and hauling of downed woody material (4 inches or greater in diameter) to a designated gravel pit 10 miles away - Mastication with chip piles not exceeding 3 inches in height, evenly spread, and no woody material left in open grass areas - Stump grinding to flush with grade (not exceeding 2 inches above ground), with grindings managed to avoid tripping hazards - Key Requirements: - Contractor must provide all labor, equipment, supervision, transportation, and incidentals - An ISA Certified and Louisiana Agriculture and Forestry licensed Arborist must be onsite during all tree work - Compliance with OSHA and ANSI Z133 safety standards - Active SAM registration and Service Contract Labor Standards compliance required - Project manager and certified arborist required as key personnel - Contract Details: - Firm fixed price, lump sum contract - Performance period is 60 days from Notice to Proceed - No specific OEMs or commercial vendors are named in the solicitation
Description
The Contractor shall furnish all labor, equipment, supervision, transportation, and incidentals necessary to identify, fell, remove, and dispose of designated trees within approximately 75 acres of the Fullerton Lake Recreation Area as described in attachments. ISA Certified and Louisiana Agriculture and Forestry licensed Arborist required.
This is a new requirement. There is no incumbent.
No site visit is scheduled. Project area is open to the public. It is recommended offerors visit the site to gain a thorough understanding of the requirement.
All quotations will be evaluated to identify the offeror presenting the most technically advantageous solution based on the stated evaluation criteria. Once the highest technically rated offeror is identified, their price will be evaluated to determine whether it is fair and reasonable. Past performance will also be assessed to ensure it is acceptable or neutral.
Anticipated award will be a firm fixed price purchae order with a 60 day period of performance.
