The City of Cedar Rapids is seeking a contractor to design, install, operate, and maintain solar photovoltaic (PV) and battery energy storage systems (BESS) at four city properties under a long-term Power Purchase Agreement (PPA). - Government Buyer: - City of Cedar Rapids City Manager's Office - Project Scope: - Design, installation, operation, and maintenance of solar PV and BESS at: - Northwest Recreation Center - Central Fire Station - Animal Care & Control - Westside Library - 20-year firm fixed-price PPA for all electricity generated, with annual escalation - Contractor responsible for engineering, construction, interconnection, and net metering agreements with Alliant Energy - Compliance with UL, IEC, IEEE, NFPA, ASCE, NEMA, ANSI standards; all equipment must be UL-listed or certified by a nationally recognized testing facility - Minimum 90% performance guarantee for system output - Innovative system designs and detailed operations & maintenance (O&M) plans encouraged - Removal/restoration provisions for roof repairs and a financing declaration form required - Local preference for Linn County, Iowa vendors - Products & Equipment: - Solar PV systems (arrays, inverters, racking, metering) - Battery energy storage systems - Revenue-grade metering equipment - Services: - Engineering, design, financing, construction, permitting - Operations & maintenance (O&M) including inspections and post-weather event checks - Project management, reporting, and utility billing alignment - Notable Requirements: - Contractor must secure interconnection and net metering with Alliant Energy - Project must maximize cost savings, qualify for federal incentives (e.g., Inflation Reduction Act bonuses), and enhance power resiliency - Detailed site data, roof/ground-mount options, and compliance with all codes/standards - 20-year net metering agreement with Alliant Energy
