This opportunity is for the supply of a broad range of commercial food products to the Federal Bureau of Prisons, FCI Fort Dix, for inmate subsistence during the first quarter of fiscal year 2027. - Government Buyer: - Federal Bureau of Prisons (BOP) - Sub-agency: Federal Correctional Institution (FCI) Fort Dix - Offices: Food Service National Menu Specifications, Health Services - Products Requested: - Wide variety of food items including: - Dry and canned beans (e.g., black, kidney, pinto, garbanzo) - Rice, pasta, and grains (e.g., long grain rice, hominy grits, rolled oats) - Dairy products (e.g., whole milk, cottage cheese, sour cream, non-fat dry milk, butter, cheese) - Meats (e.g., ground beef, beef roast, chicken, pork, turkey, fish fillets) - Eggs (fresh shell eggs, liquid eggs) - Bakery items (e.g., whole wheat bread, sandwich rolls, cornbread mix, tortillas, taco shells, pizza) - Canned and fresh vegetables and fruits - Dressings and oils - Spices and condiments - Notable quantities include: - 30,000 lbs dry black beans - 38,000 lbs ground beef - 75,000 lbs chicken leg quarters - 350,000 units of whole milk (8 oz containers) - 144,000 sandwich rolls - 616,000 whole wheat bread slices - 270 cases of fresh eggs (30 dozen per case) - Unique or Notable Requirements: - Bread items (hot dog, hamburger, whole wheat) will be awarded together and not split among vendors - Strict compliance with federal food safety and labeling regulations - All items must have a Best Buy or Expiration Date no earlier than March 31, 2027 - Deliveries scheduled primarily for October–December, with some items requiring monthly delivery - Vendors must be registered in SAM and accept EFT payments - Set aside for small businesses under the SBA 8(a) program - Compliance with privacy, cybersecurity, and anti-trafficking provisions - OEMs and Vendors: - No specific OEMs or brand names are mentioned; products are specified by type and grade only - Award Structure: - Items awarded by line item to the lowest responsive and responsible offeror, except grouped bread items

Dear Offerors,

Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Fort Dix, New Jersey, Contracting Office, for the acquisition of commercial items for our facility. This package contains all necessary information for you to submit to the government your price quotes for these items for consumption of the inmate population housed at FCI Fort Dix.

The Government shall award these items by line item to the lowest responsive/responsible offeror. All vendors awarded Purchase Orders must be registered in the SAM System (WWW.SAM.GOV) and

willing to accept Electronic Funds Transfer (EFT) as a form of payment. Please pay close attention to the delivery date(s). Please quote only on those specified items. Do not change the specified item. Do not change the item description or the unit of issue. Do not use phrases such as “Minimum Award Amount”, “All or none”, or any other phrases that would limit the Government from awarding by line item. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT, REJECTING THE PART OR ALL OF THE QUOTES SUBMITTED.

BREAD- We will take in consideration the lower price together Items: 158 – hot dog; 159- hamburger; and 160- whole wheats. In other words, We will not award these items separated to multiple vendors.

Please complete the Standard Form 1449 as such: Blocks 17a, 30a, 30b, and 30c. Please open the excel file and add only your company name below the highlighted area and only your unit price per item into the self-calculating excel document and return in excel format. Please complete and return the attached Contractor Information Sheet.

You MUST email the following: your quotes in excel format(company name must be listed), SF 1449 and Contractor Information Sheet to aaponteberrios@bop.gov and CC: to bvirgillo@bop.gov

with the subject line in all caps “15BFTD26Q00000010” no later than AUGUST 9, 2026 @ 11:59 PM Eastern Time. NO OTHER METHOD OF MAIL WILL BE ACCEPTED. FAILURE TO FOLLOW EMAIL INSTRUCTIONS MAY RESULT IN REJECTION OF BID/QUOTE.

A receipt of your email shall be acknowledged by the Contract Specialist, Mr. Aponte. If you do not receive an email from Mr. Aponte acknowledging your receipt, it is your responsibility to follow up to ensure the Contract Officer has received your bid. Otherwise, your bid may be rejected post award.
