The USDA Animal and Plant Health Inspection Service (APHIS) is seeking a contractor to provide comprehensive preventive maintenance services for an aging water purification system at its National Center for Applied Plant Protection in Beltsville, MD. - Government Buyer: - United States Department of Agriculture (USDA) - Animal and Plant Health Inspection Service (APHIS) - Offices: BARC-East, Beltsville, MD and National Center Applied Plant Protection (NCAPP) - Scope of Services: - Preventive maintenance for a water purification system over 20 years old - Quarterly and bi-annual maintenance tasks - Annual maintenance activities - Maintenance covers: - Carbon filters - Water softening system - Reverse osmosis system - Booster pumps - Storage tanks - Distribution loop piping - Contractor must provide all labor, tools, and materials - Development of a preventive maintenance schedule required - Service Line Items: - Quarterly preventative maintenance (4 per year) - Bi-annual preventative maintenance (2 per year) - Annual maintenance tasks (e.g., vent filter maintenance, sanitizing, UV bulb and sleeve replacement) - Notable Requirements: - System is over 20 years old, requiring specialized knowledge - Compliance with federal regulations and anti-discrimination laws - Site visits by appointment and government-issued photo ID for entry - Submission of a complete package including required forms - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Contract Structure: - Firm-fixed price requirements contract - One-year base period with four one-year option periods (up to 5 years total)

Description

This solicitation is for a new 5‑year, firm‑fixed‑price contract for quarterly, biannual, and annual preventive maintenance of the Water Purification System at USDA’s National Center for Applied Plant Protection in Laurel, MD. The base period is 12 months with four 12‑month option periods. The contractor must provide all materials and services required in the Statement of Work.

Interested vendors must submit a complete package—including the SF‑1449 and Attachment 2 (Labor Exemption Form)—via email by 12:00 PM (EST) on 08/17/2026. Use the solicitation number in the email subject line. Incomplete packages may be deemed ineligible.
