Description

Consistent with FAR 5.705(b), notice is hereby given that contract W31P4Q-26-C-0018 was not awarded competitively and is not a purely Firm-Fixed-Price (FFP) contract. The contract was awarded on a sole-source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.103-1, because the required supplies and services are available from only one responsible source and no other supplies or services will satisfy agency requirements. The contractor possesses the unique technical data, specialized expertise, and established capabilities required to perform the highly complex engineering and logistics services for the Improved Bradley Acquisition Subsystem (IBAS) without causing unacceptable delays or substantial duplication of cost to the Government. Additionally, this action utilizes a hybrid pricing structure containing Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), and Cost-Reimbursable (CR) elements.
