NASA's Information Technology Procurement Office (ITPO) is proceeding with a sole source procurement for advanced digital cinema cameras to support the Artemis lunar mission. - NASA will acquire 28 RED Digital Cinema V-RAPTOR [X] Z Mount Cameras (Part Number 710-0419) - These cameras will replace legacy film-based launch imagery systems - The cameras are essential for high-resolution engineering imagery during launch operations, mission assurance, and safety - The procurement is justified by unusual and compelling urgency, bypassing full and open competition - The cameras must be delivered and integrated in time to support Artemis mission milestones in FY 2027 and the lunar landing by 2028 - The contract includes engineering integration, testing, and certification prior to operational use - Red Digital Cinema, Inc. is the only OEM specified, with no alternative manufacturers identified - The procurement is directly tied to maintaining U.S. leadership in space exploration and meeting critical Artemis campaign deadlines
Description
This justification provides the rationale for contracting by other than full and open competition to award a sole source order - 80TECH26P0012 with Red Digital Cinema, Inc.
The general purpose of this order is to acquire RED Digital Cinema V-RAPTOR [X] Z Mount Cameras. This requirement is critical to NASA’s Artemis campaign and its overall mission to safely land humans on the lunar surface.
The Artemis campaign’s timeline, and its included mission dates, are a vital component of the government’s need. For reasons discussed below, delays to mission execution as a result of developmental challenges are likely to result in mission failure. This order is necessary to ensure that development of a lunar landing capability is complete in time to support NASA’s Artemis missions.
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(2), as implemented by FAR 6.103-2, Unusual and compelling urgency.
The rationale supporting the use of 10 U.S.C. 3204(a)(2) is as described in the attached Justification for Other Than Full and Open Competition.
