This notice announces the DEA's intent to award a sole source contract for a new aircraft to support its Aviation Division's mission requirements. - Agency: Drug Enforcement Administration (DEA), Office of Acquisition, Aviation Division - Sole source procurement to Textron Aviation Inc., the exclusive manufacturer of the Beechcraft King Air B360/360CER-67A/B300CER aircraft - Requirement: One (1) new FAA-certified Beechcraft King Air 360CER-67A/B300CER twin turbo-prop aircraft - Key specifications: - Seating for 2 crew and 8 passengers - Cargo door opening of at least 50 x 50 inches and 350 cubic feet - Pressurized cabin - Interior baggage/storage space of at least 50 cubic feet - Weight capacity of at least 500 lbs for crew and mission equipment - High temperature/high altitude performance - Justification: Only Textron Aviation can provide this aircraft, supporting DEA's operational readiness and fleet compatibility - No competitive quotes will be accepted; procurement is under FAR Parts 12, 15, and 6.103 (Other Than Full and Open Competition) - NAICS code: 336411 (Aircraft Manufacturing) - Estimated delivery by September 30, 2030 - No additional products or services specified

Description

The Drug Enforcement Administration (DEA) intends to award a sole source contract to Textron Aviation for the purchase of one (1) new Beech Craft King Air B360 aircraft. Textron Aviation Inc. is the original and exclusive manufacturer of the King Air model B300 (marketed as the model 360) aircraft.

Pursuant to Federal Acquisition Regulation (FAR) parts 5.101(a)(b)(2) and 12.102 , this pre-solicitation notice includes a Justification for other than Full and Open Competition (JOFOC) as an attachment. The attached JOFOC is redacted, accordingly.

This is not a request for competitive quotations. A Request for Quotation (RFQ) is not available. 

The Government anticipates the award of a firm-fixed price contract.  The acquisition will be conducted through FAR Parts 12 and 15.  The North American Industry Classification System (NAICS) Code for this requirement is 336411.  The business size standard is 1,500 employees.   

This notice will be posted for fifteen (15) days as required.
