VA Palo Alto Seeks Remote Automated Laboratory System (RALS) Solution and Support

The VA Palo Alto Health Care System is seeking a comprehensive Remote Automated Laboratory System (RALS) solution to manage and integrate point-of-care (POC) laboratory devices with its Laboratory Information System (LIS) and electronic health record (CPRS). - Government Buyer: - Department of Veterans Affairs - VA Palo Alto Health Care System, Ancillary Testing Department - OEMs and Vendors: - Abbott Rapid Diagnostics Informatics, Inc (sole manufacturer and distributor of Abbott RALS) - Supported POC device OEMs include Abbott (i-STAT), Roche (AccuChek Inform II, CoaguChek XS Plus/Pro), Instrumentation Laboratory (GEM Premier 7000, GEM Premier Chemstat), and AVOX Systems (AVOXimeter 1000E) - Products/Services Requested: - Middleware software and data management system (licensed instrument interface software for POC devices) - Server hardware to host the middleware - Operating system and server software upgrades - Middleware support and maintenance (including upgrades, patches, and back-end changes at no additional cost) - Qualified technician and IT staff services (maintenance, system updates, new parts replacement, and service reporting) - Notable Requirements: - System must support integration with LIS and CPRS - Must provide ongoing software and hardware support, including all upgrades and patches at no extra cost - Only new parts are acceptable for replacements - Vendors must be OEMs or authorized dealers/distributors and provide proof of authorization - Support for a range of POC devices from multiple manufacturers - NAICS code: 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) - Product Service Code: 7H20 (Platform Products: Database, Mainframe, Middleware)

Description

The Department of Veterans Affairs (VA), Regional Procurement Office West (RPOW), Veterans Integrated Service Network (VISN) 5, Health Service Area (HSA) 52, Network Contracting Office (NCO) 21, on behalf of VA Palo Alto Health Care System, intends to issue a solicitation for a total solution system that manages instrument data, quality control, linearity, operators, certifications, and devices, and that supports device configuration and related functions at the point of care (also known as a Remote Automated Laboratory System (RALS). This system is intended to facilitate seamless integration and data transfer between point-of-care laboratory equipment and the hospital information system. This notice is being posted for acquisition planning and to inform interested vendors of an upcoming requirement.

It is the Government's belief that only Abbott Rapid Diagnostics Informatics, Inc possesses the required capabilities to successfully meet this requirement. The proposed vendor Abbott Rapid Diagnostics Informatics, Inc located at 915 E High ST STE 500 Charlottesville, Virginia 22902 is the sole manufacturer and distributor of Abbott RALS. VA Palo Alto Health Care System has utilized the RALS system since 2016 is the only firm capable of providing the needed supplies and services without experiencing substantial duplication of cost that could not be expected to be recovered through competition. As a result, vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the items identified to be eligible for participation with this acquisition. Vendor must be able to provide the documentation that demonstrates such aforementioned authority.

The qualifying North American Industry Classification System (NAICS) code for this effort is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services with a Small Business Administration (SBA) size standard of $40.0 million. The Product Service Code is 7H20 - Platform Products: Database, Mainframe, Middleware.

This notice satisfies the requirement at RFO 5.101. Additionally, IAW RFO 5.101 all interested responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. All interested offers MUST have an active vendor record in SAM.gov, under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment.

Responses will be considered by the Government; however, a determination by the Government not to complete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
