FAA Solicitation for Bell Helicopter Field Maintenance Training Services

The Federal Aviation Administration (FAA) is seeking contractor-led field maintenance training for FAA Airworthiness Inspectors on four Bell helicopter models. - Government Buyer: - Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, AAQ-740 Training & Aviation Acquisition - OEM Highlight: - Bell (Bell Textron Inc.) is the only Original Equipment Manufacturer (OEM) specified for all helicopter models - Helicopter Models Covered: - Bell 206B - Bell 407 - Bell 412 - Bell 429 - Training Requirements: - Field maintenance training for each helicopter model, following Air Transport Association (ATA) 104 specifications - Courses are approximately 80 hours each, instructor-led, and delivered in-person at a U.S. brick-and-mortar facility near a major airport - Training must use professional maintenance technicians as instructors and comply with adult learning principles - Syllabi, training aids, and qualified instructors are required - Quantities and Course Identifiers: - Estimated annual student quantities per course (over base and four option years): - Bell 206B: 19 students (summed across years) - Bell 412: 10 students - Bell 407: 8 students - Bell 429: 10 students - FAA course numbers: FAA28356 (206B), FAA21850001 (412), FAA21850007 (407), FAA21850021 (429) - Contract Structure: - Indefinite Delivery/Requirements contract with a one-year base period and four one-year option periods (up to five years total) - Pricing is per student; travel and per diem are FAA responsibilities - Each aircraft type is competed and awarded separately to the lowest price technically acceptable offeror - Unique/Notable Requirements: - Training must be delivered at a U.S. facility within 25 miles of a major airport served by at least one major U.S. air carrier - Compliance with federal appropriations law and FAA/federal regulations is mandatory

Description

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Helicopter Field Maintenance Training IAW Air Transport Association (ATA) 104 Specifications for Federal Aviation Administration (FAA) Airworthiness (Maintenance/Avionics) Inspectors on the following helicopters: Bell 206B Field Maintenance Training, Bell 429 Field Maintenance Training, Bell 407 Field Maintenance Training and Bell 412 Maintenance Initial Training. It is the intent of the Government to award multiple contract(s) using an Indefinite Delivery/Requirements type Contract priced by CLIN with student qualifier for a one (1) year base period and four (4) option years, if exercised.

The Government intends to award multiple contracts. The intent is to award each aircraft type to the Lowest Price Technically Acceptable (LPTA) Offeror. Each aircraft requirement is identified by separate CLINs in Schedule B and competition will be on an aircraft by aircraft basis. Resulting contract will be awarded to the Lowest Price Technically Acceptable (LPTA) Offeror per aircraft. The awarded contract(s) may contain many, few, or one aircraft depending on the competition results.

Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, gilbert.n.park@faa.gov by 3:00 p.m. CST on August 10, 2026 to allow for adequate response time. No questions will be allowed after that date and time.

Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, August 26, 2026.  Proposals must be submitted electronically to gilbert.n.park@faa.gov, and addressed with the SIR Number 6973GH-26-R-00199. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center.

In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. CST, August 26, 2026, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.

The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
