Tarleton State University is seeking a comprehensive Software-as-a-Service (SaaS) solution to modernize and centralize campus commerce, student billing, payment processing, cashiering, refund management, and reporting. - Government Buyer: - Tarleton State University, Procurement Department, Purchasing & Contracts Office - Products & Services Requested: - SaaS Billing & Payment Management Platform for enterprise campus commerce - Must support student billing, payment processing, cashiering, refund management, reporting, and analytics - Required integration with Ellucian Banner ERP and other campus systems (Ideal-Logic, Ryzer, TargetX, Handshake, ECSI, T2, StarRez, GradGuard, TransferMate) - Support for multiple payment methods, payment plans, and electronic refunds - Implementation, integration, training, support, and consulting services - Includes project management, business process review, data migration, system configuration, testing, training, go-live, and post-implementation optimization - Notable Requirements: - Vendor must have higher education expertise and experience with Ellucian Banner - Compliance with Payment Card Industry Data Security Standard (PCI DSS) and Texas cybersecurity training - Estimated contract value is $100,000 or more, requiring a HUB subcontracting plan - Five-year contract term with an option to renew for an additional five years - No specific OEMs or vendors are named in the solicitation, but the solution must integrate with Ellucian Banner and other campus systems

Tarleton State University is seeking proposals from qualified firms to provide a comprehensive Software-as-a-Service (SaaS) solution for Enterprise Campus Commerce, Student Billing & Payment Management, Cashiering, Refund Management, and Payment Processing. The University seeks a strategic partner with demonstrated higher education expertise to evaluate its current campus commerce and payment environment, recommend industry best practices, and implement a modern, secure, scalable solution that supports the University's current operational needs and long-term strategic objectives. Vendors must demonstrate competence and qualifications to perform the services outlined in the RFP. The services will be provided in accordance with the terms, conditions, requirements, and specifications set forth in the RFP.
