This opportunity is issued by the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), for the Dairy Forage Research Farm in Prairie du Sac, WI. - The USDA ARS is seeking quotations for one (1) pull-type vacuum tanker trailer with a minimum 2500-gallon capacity. - The tanker must be PTO driven (540 RPM) and towable by tractor. - Must include scraper wings with hydraulic down pressure, capable of expanding to at least 12.5 feet, for suctioning dairy manure from barn floors. - Required features: 6-inch or greater suction inlet and outlet, 20-foot auxiliary suction hose, suitable tires, axle weight capacity of 8,000–10,000 lbs or more, maximum width of 105 inches, and minimum 840 cubic feet per minute capacity. - Delivery and setup to the USDA Dairy Forage Research Farm are required; all delivery and setup charges must be included. - No specific OEMs or part numbers are specified; vendors must provide detailed descriptions of their product's capabilities and relevant experience. - The contract will be firm-fixed-price, with delivery required within 90 days after award. - Vendors must be registered in SAM.gov and payment will be processed through IPP.gov.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0613 is issued as a Request for Quotation (RFQ) for Procure a Vacuum Tanker (1) 2500 Gallon Tanker Trailer.

This acquisition is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 333111. The small business size standard is 1,250 Employees. This acquisition is a Full and Open.  All responsible sources may submit a quotation which will be considered by the agency. 

Statement of Requirement

This requirement is for Vacuum Tanker (1) 2500 Gallon Tanker Trailer in accordance with the attached Specifications.  

Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov. SAM.gov and IPP.gov are free, official websites of the United States government.

Quotes are due no later than 4:00 pm Central Standard Time on Wednesday, August 07, 2026. Quotes must be submitted electronically, e-mailed to lynn.hults@usda.gov; no faxed or hard copy quotes are allowed.

Responses must include a detailed description of the capability to provide Vacuum Tanker Trailer, any relevant experience providing this type of data to other government agencies or organizations, and past performance history.  Quotes that merely offer to provide the data as described in the Specifications without any additional information will not receive further consideration for award.

The final day for question submission is 3:00 pm Central Standard Time on Tuesday, August 4, 2026.
