The U.S. Food and Drug Administration (FDA) is seeking to procure a new wavelength-dispersive X-ray fluorescence (WD-XRF) spectrometer system for its Color Certification Program and regulatory testing of color additives. - Government Buyer: - U.S. Food and Drug Administration (FDA), Office of Cosmetics and Colors, Division of Color Certification and Technology, Color Certification Branch - OEMs and Vendors: - Bruker (Bruker S8 TIGER Series 3 is specified as a reference model; equivalent systems are acceptable) - Products/Services Requested: - One (1) WD-XRF spectrometer system (Bruker S8 TIGER Series 3 or equivalent) - Must include integrated energy-dispersive X-ray fluorescence (ED-XRF) capability - Uninterruptible power supply (UPS) sized for the system - Delivery, installation, and on-site training for two personnel - All necessary supplies and accessories for installation and operation - Operating software compatible with Windows 11 - Meets detailed technical specifications for trace elemental analysis (e.g., detection of arsenic, lead, mercury, and other elements) - Sample changer, X-ray tube, beam control, goniometer crystals, detectors, chiller/heat exchanger - Warranty and Service Support: - One-year full coverage base warranty (parts, labor, on-site service, travel, lodging, phone/online support) - Four optional 12-month extended warranty/service agreement periods (each includes preventative maintenance and unlimited repairs) - On-site service required during normal business hours with timely maintenance and repairs (response within 24 hours, repairs within 3-5 days) - Unique/Notable Requirements: - System must replace an unsupported instrument and support high-throughput, high-sensitivity regulatory testing - Training for up to two FDA personnel for a minimum of two days - All freight, insurance, duties, tariffs, and rigging included in delivery - System must fit within specified size constraints and be compatible with FDA's operational environment
Description
The focus of this requisition is to acquire a new WD-XRF spectrometer that will allow the program continuity to support the FDA’s mission-critical Color Certification Program.
The new XRF spectrometer will be used for high throughput sample determinations of elemental impurities in certifiable color additives to support the certification (or rejection) of certifiable color additives as required under 21 CFR Part 74. Additionally, the instrument will be used for research in developing new methods for the Color Certification Program, and for the analysis of regulatory samples of unknown elemental composition.
We are requesting a new WDXRF instrumentation with guaranteed service support that can provide timely maintenance and repairs.
