The 86th Airlift Wing at Ramstein Air Base is seeking a comprehensive upgrade of one large and one small conference room, focusing on advanced audiovisual (AV) hardware and integration services. - Government Buyer: - 86th Airlift Wing, U.S. Air Forces in Europe (FA5613 700 CONS PK) - Products and Solutions Requested: - AV hardware for both rooms, including: - Large-format LED displays (130-inch all-in-one LED, 65-inch and 75-inch UHD commercial displays) - Video decoders and encoders (stand-alone multi-codec, dual-stream, 4K60 4:4:4 support) - Touch panels and professional-grade control systems (10.1-inch, secure facility compliant) - Microphones (gooseneck, condenser, beamforming arrays, ceiling array) - Speakers and amplifiers (ultra-slim, column array, subwoofers, network amplifiers) - Network switches (managed, rack-mountable, PoE+) - KVM switches and cables (NIAP certified, secure) - Video codecs (TAA compliant Webex EQ, without camera/mics) - Cameras (4K with AI auto-tracking) - Audio, video, and control processors (Q-SYS system, Dante channels, USB AV bridging) - Digital time zone clocks, status displays, and digital signage - Window films (remote control opaque/translucent) - Miscellaneous installation hardware (mounts, racks, shelves, adapters) - Services Requested: - Full installation and wiring, including configuration, programming, and functional testing - Documentation and user training (as-built drawings, manuals, system diagrams) - One-year on-site warranty and support (72-hour response, labor and travel included) - Unique/Notable Requirements: - All products must meet detailed technical specifications (e.g., secure facility compliance, Microsoft Teams support, SIPR/NIPR conferencing) - Integration of AV, control, and secure communication systems - Window film installation/removal for privacy and light control - Warranty includes rapid on-site support and troubleshooting - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments; solutions must be compliant with salient characteristics and open to all responsible sources.

Description

IAW RFO 5.101(c)(4):

(i) The 86th Airlift Wing at Ramstein Air Base is seeking to upgrade one large and one small conference room. The specific technical specifications for the conference room upgrades are attached.

(ii) In accordance with RFO12.201-1(c), this pre-solicitation is being published on the Government Point of Entry to document the requirement. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) selection process. Under this method, the contract is awarded to the bidder who proposes the lowest price, as long as their technical proposal (including technical data/documentation) satisfies the minimum standards stipulated in the salient characteristics document. Funds have not been received yet, so the anticipated contract award date is TBD.

(iii) If one or more items under the acquisition is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA) (see Part 25) and the solicitation will include one of the following clauses, or an agency equivalent, include the required language regarding trade agreements: FAR 52.225-5, Trade Agreements“One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.”

(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. However, it is anticipated that a site visit will be held, so vendors interested by this presolicitation shall inform the government POCs.

(viii) An offeror’s proposed products must meet the specification requirement in order to be eligible for award (see salient characteristics document).
