Description
IAW RFO 5.101(c)(4):
(i) The 86th Airlift Wing at Ramstein Air Base is seeking to upgrade one large and one small conference room. The specific technical specifications for the conference room upgrades are attached.
(ii) In accordance with RFO12.201-1(c), this pre-solicitation is being published on the Government Point of Entry to document the requirement. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) selection process. Under this method, the contract is awarded to the bidder who proposes the lowest price, as long as their technical proposal (including technical data/documentation) satisfies the minimum standards stipulated in the salient characteristics document. Funds have not been received yet, so the anticipated contract award date is TBD.
(iii) If one or more items under the acquisition is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA) (see Part 25) and the solicitation will include one of the following clauses, or an agency equivalent, include the required language regarding trade agreements: FAR 52.225-5, Trade Agreements“One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.”
(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. However, it is anticipated that a site visit will be held, so vendors interested by this presolicitation shall inform the government POCs.
(viii) An offeror’s proposed products must meet the specification requirement in order to be eligible for award (see salient characteristics document).
