The Federal Bureau of Prisons (FBOP), Field Acquisition Office, is seeking small business contractors for a comprehensive upgrade of the diesel fire pump control system at FCI Elkton in Ohio. - Government Buyer: - Federal Bureau of Prisons (FBOP), Field Acquisition Office, Building and Facilities Section (B&F), FCI Elkton - OEMs and Vendors: - Siemens (fire pump controller must be compatible with Siemens DDC and Desigo CC automation platforms) - Integration must be performed by certified Siemens Solution Partners or factory technicians - Products/Services Requested: - One (1) new UL-listed diesel fire pump controller in a NEMA 4/4X enclosure, compatible with Siemens automation platforms (Modbus RTU or Modbus TCP/IP) - Removal of obsolete controller, battery racks, conduit, and wiring - Installation of new underground conduit and communication lines - Reconnection of engine control circuits, sensors, and dual-battery systems - NFPA 20-compliant installation, wiring, grounding, trenching, core drilling, sealing, and fire-stopping - Hydrostatic and flow/no-flow testing, controller functional checks, and alarm/signal verification - Integration by certified Siemens Solution Partners or factory technicians - Submittals, programming documentation, and training for BOP staff - Unique/Notable Requirements: - Controller must be UL-listed and compatible with Siemens DDC and Desigo CC platforms - Integration must be performed by certified Siemens Solution Partners or factory technicians - All work must comply with NFPA 20 standards - Project includes both equipment and full-scope installation, testing, and staff training

THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT QUALIFICATION DOCUMENTS OR PROPOSALS. SHOULD THIS REQUIREMENT MOVE FORWARD, A SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE PROVIDING INSTRUCTIONS FOR OFFERORS TO RESPOND TO THIS OPPORTUNITY. 

Please only respond to this Sources Sought Notice if you are seriously interested and if your company is capable of performing the corresponding work required. 

The Federal Bureau of Prisons, FCI Elkton, anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Upgrade Fire Pump at FCI Elkton located at 8730 Scroggs Road, Lisbon, OH 44432. 

The contractor shall provide all labor, materials, and equipment for the Upgrade Fire Pump project. The project will require a comprehensive upgrade of the institution's diesel fire pump control system. Please note that the attached Statement of Work is subject to change. The attachments included with the solicitation will provide complete requirements for this project. The solicitation will be posted at a later date. 

Access to the attachments will require an active vendor registration at SAM.gov. as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration. You will need to request access to the controlled document(s) and receive approval prior to being able to view the files. The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a corresponding small business standard at $19.0 million average annual receipts for the firms preceding three fiscal years. The estimated magnitude of this project lies between $250,000 and $500,000. 

Interested offerors must be registered in the System for Award Management (SAM) at https://sam.gov. 

The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above to qualify as a small business. Interested contractors are requested to respond to this notice by adding their names to the Interested Vendors List for this posting on the SAM website at https://sam.gov. You must be logged in to your vendor account in order to access the Interested Vendors List. Please add your business name only if you are interested in submitting an offer as a Prime contractor and are capable and eligible to compete for and perform this project. This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project. The FBOP has no privity of contract with subcontractors.
