USDA Rural Development intends to consolidate multiple loan‑servicing support functions into a single nationwide contract to streamline operations, improve service delivery, and ensure consistent governance across programs. Market research determined that small businesses cannot perform the full scope as prime contractors due to the size, complexity, and technical requirements of the portfolio. This notice is issued in accordance with RFO 7.107‑3(b).
