U.S. Embassy Amman Solicitation for Full-Size SUV Rental Services

The U.S. Embassy Amman, under the Department of State, is soliciting quotations for a 12-month vehicle rental contract. - Government Buyer: - U.S. Department of State, American Embassy Amman, Jordan, General Services Office (GSO) - Products/Services Requested: - Rental of 12 full-size V-8 4x4 SUVs - Automatic transmission - Seating for seven passengers - 2025-2026 model year - Less than 5,000 km at delivery - White license plates, registered in Jordan - Smoke-free vehicles - Equipped with specified safety and equipment features - Services include: - Preventive and corrective maintenance - Insurance coverage - Replacement vehicles as needed - Regular cleaning - Licensing, registration, and inspections - Unique/Notable Requirements: - No subcontracting permitted - Vehicles must be new (2025-2026 models) and delivered with low mileage - All-inclusive service (maintenance, insurance, cleaning, replacement) - Award based on lowest priced, technically acceptable offer - Option to extend services for up to 6 additional months - No specific OEMs or vehicle brands are named in the solicitation.

Description

Enclosed is a Request for Quotations (RFQ) for providing vehicle rental services for one year.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. We may also request clarification or best and final offers prior to award selection.

Offerors are required to submit all questions in writing to AmmanRFQQuestions@state.gov by August 2nd, 2026, at 02:30 PM local time.  The questions and the Government's answers will be publicly available on the Embassy website.

Quotations are due by August 13th, 2026, at 4:30 PM (local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to AmmanRFQ@state.gov . Offers sent to any other address or addressed to specific individuals will NOT be considered. It is important to make sure the submission is made in specific size and format. The file size must not exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. Email subject line should include [Company/Offeror Name] and RFQ 19J01026Q0015.

In order for a quotation to be considered, you must also complete and submit the following:

2. Section I, Pricing

3. Section 5 Representations and Certifications

4. Additional information as required in Section 3

5. Proof of SAM Registration

6. Certification Regarding Compliance with applicable Federal anti-discrimination laws

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.
