Imperial Irrigation District (IID) is seeking an Engineering, Procurement, and Construction (EPC) contractor for the El Centro Generating Station (ECGS) Unit 4 Repowering Project. - Government Buyer: Imperial Irrigation District (IID), El Centro Generating Station - OEMs Highlighted: - Wartsila (primary OEM for six natural gas-fired reciprocating internal combustion engine (RICE) units) - Caterpillar (OEM for diesel black-start engine) - Products/Equipment Requested: - Six Wartsila 18.82 MW natural gas RICE generating units (W18V50SG), totaling approximately 113 MW - One Caterpillar Cat C15 diesel black-start engine - Services Requested: - Full EPC services: design, engineering, procurement, construction, testing, commissioning, and turnover of the new facility - Demolition and removal of existing Unit 4 boiler and related facilities - Construction of new buildings and infrastructure (engine building, control room, maintenance/storage, ammonia storage, etc.) - Installation of electrical (switchgear, transformers, substation, controls, communications) and mechanical systems (fuel gas, water, fire protection, HVAC, emissions control) - Integration and commissioning of owner-furnished Wartsila RICE units and auxiliaries - Installation of a physical security system (cameras, access control, monitoring) - Operator and maintenance training, documentation, and project closeout - Unique/Notable Requirements: - Project Labor Agreement (PLA) mandates union labor, local/veteran hiring, and use of state-approved apprenticeships - Strict compliance with environmental, safety, and regulatory standards (including air quality and noise mitigation) - Engines will operate as peaking units, limited to 4,000 hours annually - Supply chain cyber risk assessment and physical security system integration required - Project includes a diesel black-start engine for emergency power - Owner-furnished equipment (Wartsila RICE units and auxiliaries) must be integrated by the EPC contractor - Estimated contract duration: approximately 39 months

Description

Imperial Irrigation District (IID) is soliciting proposals from qualified Engineering, Procurement, and Construction (EPC) contractors for the El Centro Generating Station (ECGS) Unit 4 Repowering Project. The project involves the design, engineering, procurement, construction, testing, commissioning, and turnover of a new 113 MW natural gas-fired reciprocating internal combustion engine (RICE) generating facility to replace the existing Unit 4 boiler. The selected EPC Contractor shall deliver a complete, operable, and fully integrated facility in accordance with technical specifications, regulatory requirements, and performance guarantees. The scope includes demolition, site preparation, construction of buildings and infrastructure, installation of electrical and mechanical systems, environmental and safety compliance, and operator training.
