This opportunity seeks qualified contractors for a design-build project at Matsushima JASDF Base, Japan, to construct four large membrane-shelled storage warehouses and associated site infrastructure. - Government Buyer: - U.S. Air Force, Pacific Air Forces (PACAF), 356th ETSG Contracting Office, JASDF Matsushima Air Base - Project Scope: - Design and construction of four 450 sqm membrane-shelled warehouses (minimum 9m eave height) - Includes demolition of existing asphalt, new concrete strip footings, and full site development - Associated infrastructure: utilities, paving, fencing (2.1m high with barbed wire), lighting, fire detection, and climate control - Key building features: - Metal insulated overhead roll-up doors (6m x 4.2m, electric, high security) - Steel personnel doors with security hardware - Concrete-filled bollards (16 total) - New underground electrical service and 100 KVA transformer - Lightning protection and grounding systems - Exterior and interior LED lighting, occupancy sensors, and emergency/exit lights - Communication infrastructure (conduits, receptacles, grounding, junction boxes) - Fully addressable fire detection and alarm systems - Climate control and ventilation (maintain 40°F, max 60% RH) - Insulated ceilings and walls (R-30 roof, R-19 wall or double-membrane) - Security fencing and gates - Services Required: - Full architectural, engineering, and design services (geotechnical, topographic, mechanical/HVAC, civil, electrical, communications, fire protection, structural) - Construction services for all listed features and systems - Design submittals at 65% and 100% with review/approval cycles - Compliance with US and Japanese codes, and stringent seismic, wind, and snow load requirements - Unique/Notable Requirements: - Pre-solicitation site visit with required attendee and vehicle information - Project must meet both US and Japanese building codes and UFC standards - Strict climate and security specifications for storage use - No specific OEMs or vendors are named in the requirements - Estimated contract value: $1,000,000 to $5,000,000

Description

The 356th ETSG Contracting Office is posting this sources sought with the intent of gauging interest in a design-build project at Matsushima JASDF Base in Miyagi prefecture, Japan. The base requirement for the construction projects can be found in the attached Statement of Work (SOW) and drawings. This posting and the site visit mentioned below are simply to gauge interest and the government will not confirm any intent to formally solicit this requirement to the open market until after the conclusion of the sources sought posting.

An organized pre-solicitation site visit is scheduled for 5 August 2026 at 0900 hours, Japan Standard Time (JST). The meeting place will be at Woody Golf Square Yamoto, Hachiyaura 94, Yamoto, Higashimatsushima, Miyagi 981-0503. Any potential offeror who will participate the site visit must send an attendees list to SSgt CAMERON SMITH at cameron.smith.16@us.af.mil and SSgt DANIEL CALLAHAN at daniel.callahan.7@us.af.mil via email by 30 July 26, 0900 hours JST. The following information will be needed- documents with names, copies of driver’s licenses, and vehicle(s) make, model, color and license plate.

If a formal solicitation is posted, it will be posted with updated SOWs by 12 August 2026. Another site visit will not be held.
