This is a PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.
The intent of this pre-solicitation synopsis is to notify potential offerors of the upcoming solicitation “N40085-26-R-0214 Construction of Fire Protection System at Building C2”. The proposed contract action to perform construction services for the installation of a fire protection system, including sprinklers and fire alarm at Building C2, Naval Weapons Station Earle, Colts Neck and Leonardo, New Jersey.
PROJECT DESCRIPTION:
The contractor shall provide all labor, materials, equipment, and supervision to perform the work including the removal and replacement of the existing fire alarm systems with a combination fire alarm mass notification system, providing a fully complete and usable fire protection sprinkler system and incidental related work.
The completion time for this contract is 270 calendar days after award.
The source selection procurement method to be utilized is FAR Part 15, Contracting By Negotiation.
The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, and the Small Business Size Standard is $19,000,000.
The magnitude of construction for this project is between $1,000,000 to $5,000,000.
Set-Aside: 100% Total Small Business. The Government will only accept offers from small business concerns.
Based on the market research conducted for this procurement and in accordance with Federal Acquisition Regulations (FAR) Subpart 6.2 – Full and Open Competition After Exclusion of Sources through the Government Entry Point SAM.GOV/. FAR Subpart 19.202 requires that Contracting Officer “encourage maximum participation by small business [...]” and to make every reasonable effort to find additional small business concerns. The recommended acquisition plan is to compete this requirement under the authority of Subpart 6.2 and Subpart 19.202 and Subpart 19.14. A DD2579 Small Business Coordination Record was approved by the NAVFAC MIDLANT Small Business Professional on 24 July 2026. On 24 July 2026, the Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation.
NAVFAC Mid-Atlantic ROICC NWS Earle anticipates the release of a solicitation on or about 7 August 2026. The solicitation and resulting contract will be a Firm-Fixed Price. All documents will be downloadable from the Government Point of Entry: SAM.gov. The official address to the solicitation is https://www.sam.gov. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued.
The basis of award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the requirements for acceptability utilizing the lowest price technically acceptable approach IAW FAR 15.103-2(a). The Government expects robust competitive prices and is well defined IAW FAR 15.103-2(c)(1). The evaluation factors will include price and other factors (quality through prior experience and past performance) IAW FAR 15.104(b). This Competitive RFP will be evaluated and awarded without conducting negotiations/discussions IAW FAR 15.105-2 per Contracting Officer determination.
Offerors shall submit with their offer a bid bond equal to 20 percent of the bid price or $3,000,000, whichever is less for Construction Wage Rate Requirement (CWRR) (formerly known as Davis Bacon Act (DBA)) work.
There will not be a solicitation, specifications or drawings available at this time. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
