Description
NOTICE OF INTENT TO SOLE SOURCE
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a commercial, firm fixed price (FFP) purchase order to Malvern Panalytical Inc; 2400 Computer Dr., Suite 201, Westborough, MA 01581. Under the authority of FAR 12.102(a), only one responsible source is reasonably available, and no other supplies or services will satisfy agency requirements. The requirement is for the purchase of a Particle and Droplet Size Analyzer for the Rocket Lab of the Mechanical and Aerospace Engineering (MAE) Department at the Naval Postgraduate School (NPS). This will help characterize liquid fuel spray droplet sizes and distributions to improve the performance of liquid systems being used in sponsored research. Malvern Panalytical Inc. is the only manufacturer capable of providing a system that meets all the highly specific technical, environmental, and spatial requirements necessary for the Rocket Lab's experimental setups, as they possess unique salient characteristics that are not available from any other source. The anticipated award date of this action is on or before 24 August 2026. The applicable NAICS code is 334516: Analytical Laboratory Instrument Manufacturing. This acquisition will follow the simplified procedures in FAR 12.201-1: Simplified procedures.
This notice of intent is not a request for competitive quotations, and no solicitation document exists for the requirement. All responsible sources may submit a capability statement which shall be considered by the agency. Sources interested in responding to this notice are required to submit a capability statement that includes information in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide all required items in the attached Statement of Requirement (SOR). Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
