NOAA's National Weather Service (NWS) is seeking a contractor to provide turnkey replacement of irrigation systems and landscape drainage repairs at three Weather Forecast Office locations in Texas: Corpus Christi, Midland, and New Braunfels. - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Weather Forecast Offices in Corpus Christi, Midland, and New Braunfels, TX - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments - Products/Services Requested: - Complete removal and replacement of existing irrigation systems at three sites - Landscape drainage repairs and restoration at each location - System design, mapping, and installation of weather-based irrigation controllers - Replacement of inefficient irrigation equipment with high-efficiency, pressure-regulating heads and nozzles - Installation of rain-shutoff devices or sensors - Turf and landscape restoration, including: - Topsoil (various quantities per site) - Sod (various quantities per site) - Rock (various quantities per site) - Landscape edging (New Braunfels only) - Project closeout, system testing, and on-site training for government staff - Unique or Notable Requirements: - Contractor must provide all supervision, labor, tools, materials, and equipment - System design must be submitted for government review and approval - All work must comply with relevant codes and standards - 5-year parts warranty and 1-year workmanship warranty required - Small business set-aside under NAICS 221310 - U.S. Department of Labor Wage Determinations apply for each location - Site visits are recommended but not mandatory - Completion required within 120 days from award, with earlier completion preferred

THERE IS NO INCUMBENT; THIS IS A NEW REQUIREMENT.Services, non-personal, to remove and replace the existing irrigation system and provide landscape drainage repair, as needed, for the National Weather Service (NWS) at three (3) locations—Corpus Christi, Midland and New Braunfels—in Texas.(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.Solicitation number 1305M326Q0268 is issued as a Request for Quotation (RFQ) for the removal and replacement of the existing irrigation system at three (3) locations in Texas.This acquisition is set-aside for small business concerns. The associated NAICS code is 221310. The small business size standard is $41.0M.This solicitation incorporates provisions and clauses by reference.
