This opportunity is for comprehensive offsite pathology and laboratory medicine services for the VA Nebraska-Western Iowa Health Care System, supporting facilities in Omaha, Lincoln, and Grand Island. - Government Buyer: - Department of Veterans Affairs, Nebraska Western Iowa Health Care System (VA NWIHCS) - Network 23 Contracting Office (NCO 23) - Scope of Services: - Offsite clinical and anatomical pathology testing, including histology, cytology, autopsies, molecular diagnostics, and global case reviews - Courier specimen transport services between VA facilities and contractor labs - Strict regulatory compliance and quality assurance, with licensed and certified personnel required - Detailed reporting and billing, with all slides and blocks returned to the VA for permanent storage - Products and Supplies Requested: - Collection and transport supplies: formalin-filled containers (various sizes), Cytolyt, Pap kits, tissue media, cassettes, requisition forms, special media/tubes, and supplies for special tests (e.g., viral studies) - Extensive Laboratory Testing: - Hundreds of specific clinical, molecular, and genetic pathology tests, including but not limited to: - Molecular pathology procedures (e.g., CPT 81403, 81479) - Cytopathology, immunology, hematology, microbiology, and genetic analyses - Specialized tests such as gene variant analysis, infectious agent detection, metabolic panels, and autopsies - High-volume tests for HPV, cytogenetics, flow cytometry, and comprehensive metabolic panels - Unique/Notable Requirements: - Contractor must provide all necessary collection and transport supplies - All testing must comply with CMS fee schedules and regulatory standards - Services span a wide range of CPT codes, with annual updates and multi-year coverage - Courier and logistics support for specimen handling - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified commercial laboratories with the required capabilities - Potential Competitors: - Large national and regional reference laboratories with full-service pathology and molecular diagnostics capabilities - Contract Structure: - Five-year IDIQ contract with annual ordering periods and options - Pricing based on CMS fee schedules

Description

The Nebraska-Western Iowa Health Care System (NWIHCS) intends to procure Medical Laboratory and Pathology Services. The Contractor shall be responsible for performing pre-analytic processing as defined in its laboratory manual, analysis, and reporting of analytical results and interpretation for clinical and anatomical pathology specimens as requested by participating facilities (listed below) during the contract period. The contractor shall provide Pathology and Laboratory Medicine Services, on a scheduled basis, in accordance with the specifications, terms and conditions herein.  VA will be responsible for specimen collection, preparation, grossing (with the exception of cytology specimens), VistA accessioning, preservation and storage of final slides and blocks. All slides and blocks must be returned to the VA for permanent storage.  This procurement shall be conductedIAW FAR Parts 12, 13, 15, and VAAR Part 873.

The resulting contract shall be a single-award, Five-Year, Fixed-Price, Indefinite Delivery/Indefinite Quantity Contract.  The anticipated  Ordering Period shall be from:

Year 1 of Ordering Period:  4/1/2027 – 3/30/2028

Year 2 of Ordering Period:  4/1/2028 – 3/30/2029

Year 3 of Ordering Period:  4/1/2029 – 3/30/2030

Year 4 of Ordering Period:  4/1/2030 – 3/30/2031

Year 5 of Ordering Period::  4/1/2031 – 3/30/2032
