The USDA Rural Development Business Center is seeking legal services for foreclosure, bankruptcy, mediation, eviction, and related technical support across Arkansas, North Carolina, and South Carolina. - Government Buyer: - USDA Rural Development Business Center, Procurement Management Office - Scope of Services: - Judicial and non-judicial foreclosure legal services (uncontested and contested) - Bankruptcy legal services (Chapter 7 and Chapter 13), aligned with Fannie Mae/Freddie Mac fee schedules - Mediation and eviction services - Post-sale, data reporting, contract management, and property preservation services - Technical support and monthly status reporting - Geographic Coverage: - Arkansas (Non-Judicial), North Carolina (Quasi-Judicial), South Carolina (Judicial) - Quantities and Line Items: - Up to 100 uncontested foreclosure cases per state - 10 bankruptcy cases (each Chapter 7 and 13) per state - 20 mediation sessions and 5 evictions per state - Contested foreclosure, removed/recalled case fees, and capped reimbursable elements - Not-to-exceed amounts: $25,000 for over and above legal fees, $257,500 for reimbursable elements per state - Eligibility and Requirements: - Contractor must be a licensed law firm in good standing in all three states or have a teaming arrangement - Quality control, program management, and compliance with federal/state laws required - Small and disadvantaged business set-aside - Notable Requirements: - Firm-fixed price with time-and-materials line items - Services must include case management, data reporting, and compliance with federal/state/agency laws - Maximum of four mediation sessions per case without approval - OEMs and Vendors: - No specific OEMs or commercial product vendors are named; all services are professional legal and technical support

This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12.  This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

This acquisition is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 531390. The small business size standard is $19.5M . This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency.
