The Joint Personnel Recovery Agency's Personnel Recovery Academy at Fairchild AFB is seeking a contractor to deliver advanced Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft Training. - Government Buyer: - Joint Personnel Recovery Agency (JPRA), Personnel Recovery Academy, Fairchild Air Force Base - OEMs and Vendors: - MotionSafe is identified as the only known commercial source capable of meeting the requirements - Products/Services Requested: - On-site, multi-day UTS Vehicle Tradecraft Course for approximately 1,220 instructional staff - Training must include: - Expert-level classroom instruction - Hands-on, field-based practical exercises - Coverage of vehicle tracking vulnerabilities, signature management, technical evasion, and practical scenario-based exercises - Hardware-level vehicular telemetry analysis - All instructional materials and technical equipment provided by the contractor - Unique or Notable Requirements: - Training must equip instructors with advanced skills in signature management, non-attribution tactics, and physical evasion tradecraft - Focus on isolating or disabling vehicle tracking mechanisms without compromising vehicle mobility - Contractor must supply all demonstration aids and technical equipment; government provides classroom and AV facilities - Requirement falls under NAICS 611699 (All Other Miscellaneous Schools and Instruction)
Description
PURPOSE: The purpose of this sources sought is to identify available authorized businesses to provide on-site, multi-day Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft Course for 12 -20 instructional cadre. The contractor shall provide expert-level classroom instruction and hands-on, field-based practical exercises focused on identifying and mitigating modern vehicular digital exhaust and external tracking infrastructure. The required services must equip instructors with advanced signature management, non-attribution tactics, and physical evasion tradecraft to safely isolate or disable vehicle tracking mechanisms in hostile environments without compromising the vehicle's primary mobility. Due to the specificity of this course, MotionSafe is the only known commercial source capable of delivering a training curriculum that simultaneously satisfies both the physical evasion tradecraft requirements and the highly technical, hardware-level vehicular telemetry analysis required. Work to be performed IAW with the attached SOW Draft.

ANTICIPATED NAICS/SIZE STANDARD: This requirement falls under the NAICS Code of 611699, All Other Miscellaneous Schools and Instruction with a size standard of $16.50M.
