This notice announces a Virtual Industry Day hosted by NAVWAR and NIWC Atlantic/Pacific for the Information Warfare Research Project (IWRP) Consortium, focusing on two upcoming prototype opportunities: - Event covers two main topics: - Prototype for a virtual, 3D hardware-centric training environment for the Network Tactical Common Data Link (NTCDL) system - Emphasis on immersive hardware maintenance, fault isolation, and troubleshooting training - Prototype for a miniaturized, NSA Type 1 certified Communications Security (COMSEC) device for the Link 22 tactical data link ecosystem - Device must be suitable for deployment on various aircraft platforms - Must maintain backward compatibility with existing systems - No specific OEMs, vendors, or part numbers are named - Event is open to IWRP consortium members and interested industry participants - Hosted by Advanced Technology International (ATI), the IWRP Consortium Management Firm - These topics may lead to future Requests for Prototype Projects (RPPs) - Key requirements include immersive training capabilities and a small form factor, NSA-certified COMSEC device for tactical data links

Description

Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announce the Information Warfare Research Project (IWRP) Consortium Virtual Industry Day hosted by ATI, the IWRP Consortium Management Firm, on 11 August 2026. It is anticipated that the topics to be presented may be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This notice is not an RPP and is intended for planning purposes only. A project will not be awarded from this announcement. The Government anticipates announcing two (2) topics. They will include a short brief and one-on-one breakout sessions. The topics will be:27-PAC-3296 - Network Tactical Common Data Link Virtual Trainer: The Government is seeking to prototype a virtual, 3D hardware-centric training environment for the Network Tactical Common Data Link (NTCDL) system. This prototype will supplement existing software-focused training by providing operators and maintainers with hands-on, immersive hardware maintenance, fault isolation, and troubleshooting scenarios.27-PAC-3297 - Small Form Factor Communications Security Device for Tactical Data Links: The U.S. Navy seeks prototypes for a miniaturized, NSA Type 1 certified Communications Security (COMSEC) device. The solution must provide modernized security services for the Link 22 tactical data link ecosystem and be suitable for deployment on various aircraft platforms. The desired prototype will serve as a small form factor alternative to existing COMSEC solutions and must maintain backward compatibility. To obtain more information regarding the projects, you must be a member of the IWRP consortium. The purpose of this announcement is to provide members of the IWRP consortium, and industry in general, advanced notification of Government intent.Additional information on IWRP or to become a member, please refer to the following link: https://www.theiwrp.org Additional Links:Department of Defense Procurement ToolboxPIEE Solicitation Module Link for IWRP_VIRTUAL_INDUSTRY_DAY_AUG_11_2026Registration Instructions for the PIEE Solicitation ModuleWeb Based Training for the PIEE Solicitation Module
