Lumbre Stewardship Contract: Fire-Killed Tree Removal, Timber Processing, and Road Maintenance in Carson National Forest

This opportunity seeks contractors for the Lumbre Stewardship Service Contract in the Camino Real Ranger District, Carson National Forest, New Mexico, focusing on post-fire rehabilitation and community support. - Government Buyer: - USDA Forest Service, Stewardship Contracting Branch, Carson National Forest, Camino Real Ranger District - Scope of Work: - Removal of standing and downed fire-killed trees across approximately 651 acres within the Hermit’s Peak/Calf Canyon Fire footprint - Cutting, skidding, processing, and decking timber (Units 1-3: 486 acres; Optional Unit 4: 165 acres) - Loading, hauling, and unloading timber to community wood banks (Units 1-3: 2,441 loads; Optional Unit 4: 814 loads) - Processing approximately 2,200 cords of fuelwood for public gathering (optional) - Road maintenance on NFSR 89 and 89A, including slide/slump repair, ditch cleaning, surface blading, drainage, vegetation removal, and hazard tree treatment - Products/Services Requested: - All requirements are service-based; no specific OEMs, products, or part numbers (except NSN 7540-01-152-8067 for fuelwood processing) - Unique/Notable Requirements: - Emphasis on supporting local communities with free-use firewood and deliveries to community wood banks - Mechanical thinning and slash treatment for trees 5 inches DBH and larger - Contractor responsible for all road maintenance related to project activities - Total small business set-aside under NAICS 113310 - Compliance with federal safety and environmental standards - No specific OEMs or commercial vendors are named in the solicitation.

Description

BACKGROUND: 

Forest Service is executing this procurement under the stewardship contracting authority provided under Section 8205 of Public Law 113-79, the Agricultural Act of 2014 as amended under Section 204 & 207 of the Consolidated Appropriations Act (Omnibus Bill 2018). Stewardship authority grants the Forest Service Chief or designee the authority to aggregate contractual requirements into stewardship projects.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Proposals are being requested and a separate written solicitation will not be issued. 

This acquisition  is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 113310.  The small business size standard is 500 employees.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

PROJECT LOCATION:

Camino Real Ranger District, T22N R13E, Sections 1, 2, 35 and 36 and T22N R14E Sections 6, 31, and 32, New Mexico.  Project is alongside multiple Forest Service Roads, see attached map.

SITE VISIT DATE AND TIME:

A site visit is scheduled for 08/12/2026 to view the project area and discuss the objectives of this contract. The meeting will take place at 0900 AM local time at Camino Real Ranger District Office (15160 State Rd. 75, Peñasco, NM  87553). PERIOD OF PERFORMANCE: 

The period of performance of this contract is from date of award through 11/15/2028.

DESCRIPTION OF WORK:

The objectives of the Lumbre Stewardship SC for the removal of standing and downed fire killed trees within the Hermit’s Peak/Calf Canyon (HPCC) Fire footprint of 2022 on the Carson National Forest. The objective of this project is to provide post fire rehabilitation by removing hazards and fuel loading, as well, to utilizing this material to support local communities with free use firewood. This work will be accomplished by cutting, skidding, processing, and decking approximately 651 acres within the HPCC fire footprint. Loading, hauling, and unloading this material to community wood banks for distribution to the local community by the county. The last objective is to process fuelwood at landings within the project area to provide for public fuelwood gathering while minimizing risk of cutting on decked timber.
