SPECIFIC PROCUREMENT NOTICE (SPN) Country: Belize Project Name: Education Project Procurement Title: TVET Technical Support Consultancy Procurement Ref. Number: MCA-B/EDU/QCBS/26/3008 Type of Procurement (goods, works or services as applicable): Consultant Services Accountable Entity: Millennium Challenge Account - Belize (MCA-Belize) Publication Date: 20 July 2026 Submission Deadline: No later than 14:00 hours (local time in Belize) on 31 August 2026. The Accountable Entity, MCA-Belize, has received financing from the Millennium Challenge Corporation toward the cost of the Education Project, which aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demand, and the Energy Project, which aims to lower the wholesale cost of electricity in real terms, and intends to apply part of the proceeds toward payments under the contract for Technical and Vocational Education and Training (TVET) Technical Support Consultancy. MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA-Belize now invites offers from eligible offerors for TVET Technical Support Consultancy. The overall objective of this consultancy is to support MCA-Belize and the Government of Belize in designing and implementing the Training and Transitioning to Work Activity under the Belize Compact, with the aim of strengthening the governance, quality, and labour-market relevance of the TVET system and improving the transition of learners from training into employment. The consultancy will support the establishment and operationalization of the NTA as the national body responsible for coordinating, establishing standards, and assuring the quality and relevance of TVET programmes across Belize. The assignment will also support the development of mechanisms that strengthen industry engagement, improve the capacity of training providers, and expand opportunities for work-based learning and employment pathways for TVET graduates. Bidding will be conducted through the Quality and Cost Based Selection (QCBS) procedures as specified in the Accountable Entity MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.
