Tarrant County Community Supervision and Corrections Department (CSCD) is seeking a vendor to provide comprehensive drug and alcohol testing laboratory and collection services for justice-involved clients. - Government Buyer: - Tarrant County Community Supervision and Corrections Department (CSCD) - Products and Services Requested: - Turnkey drug and alcohol testing laboratory services, including forensic urine and hair specimen collection, secure chain of custody, accredited laboratory analysis, and timely reporting - Collection supplies for urine (approx. 9,683/month) and hair (approx. 130/month) specimens - Laboratory testing panels: 7- and 8-panel drug screens (with/without ETG), direct-to-confirmation tests for substances such as Methamphetamine, Benzodiazepines, Cocaine, Fentanyl, THC, Opiates, PCP, and others - Secure, HIPAA-compliant information management system with donor notification and biometric verification - Daily specimen pickup and overnight transport to laboratory - Clinical interpretation by PhD-level toxicologists, training, and litigation support - Unique or Notable Requirements: - Laboratory must hold CLIA certification and at least one of: CAP FUDT, SAMHSA, or A2LA accreditation - Vendor must provide on-site staffing (minimum three male, two female collection technicians, and one supervisor per site) at two CSCD lab locations; no remote supervision allowed - Subcontracting for collection services is not permitted; partner/reference labs allowed for specialized testing - Integration with CSCD's Corrections Software Solutions (CSS) case management system is mandatory - All-inclusive pricing for screening and confirmatory testing, including supplies, forms, training, transportation, customer service, clinical interpretation, and shipping - On-site vendor employees must complete CJIS security training and adhere to strict building security protocols - Automated random selection calendar and donor notification system with multi-language support - Biometric verification (facial recognition or fingerprint scanning) required for donor identity at collection labs - Estimated monthly volume: approx. 9,683 urine and 130 hair specimen collections - Contract term: 12 months, with up to three 12-month renewal options
