The City of Palmdale Department of Public Works is seeking multidisciplinary consulting teams for the Base Phase (Pre-NEPA) of the SS4A 20th Street East Corridor Improvement Project, funded by a federal Safe Streets and Roads for All (SS4A) grant. - Government Buyer: - City of Palmdale, Department of Public Works, Capital Improvement Program - Project Scope: - Focused on 1.92 miles of 20th Street East (Avenue Q to Avenue S) - Base Phase (Pre-NEPA) activities only; excludes final design, right-of-way, and construction - Emphasis on safety and accessibility improvements, especially for school access (Palmdale High, Sage Academy Middle, Tamarisk Elementary) - Services Requested: - Project management, grant coordination, and quality assurance - Community and stakeholder engagement, including bilingual outreach - School access, circulation, pickup and drop-off studies - Existing conditions analysis, data collection, and base mapping - Corridor safety, traffic, and multimodal analysis - Development and evaluation of corridor improvement concepts (sidewalks, bike lanes, crossings, lighting, traffic calming, drainage) - Intersection feasibility study at Avenue R-8/20th Street East (including roundabout and realignment alternatives) - Concept-level preliminary engineering - Environmental scoping, technical studies, and NEPA/CEQA support - Preparation of a Project Report with alternatives evaluation and recommendations - Notable Requirements: - Compliance with federal, state, and city procurement rules - Robust, inclusive community engagement and coordination with school districts - All work limited to preliminary design and pre-NEPA activities; further phases require separate authorization - Prospective Vendors (Consulting Teams): - Albert A. This solicitation is a Request for Qualifications (RFQ) seeking qualified multidisciplinary consulting teams to complete the Base Phase (Pre-NEPA) of the City of Palmdale's SS4A 20th Street East Corridor Improvement Project, City Project No. 930. The scope includes project management, community and stakeholder engagement, school access and safety studies, development of improvement alternatives, intersection feasibility study, preliminary engineering, environmental scoping, technical studies, and preparation of a Project Report. The work is limited to preliminary design before NEPA completion and excludes final design, right-of-way acquisition, utility relocation, construction documents, and construction support unless separately authorized. The project aims to improve safety for all roadway users, especially students and vulnerable users, and involves meaningful community engagement and environmental documentation.
