The USDA National Agricultural Library (NAL), part of the Agricultural Research Service (ARS), is seeking to procure a subscription and perpetual electronic access to the Journal of Visualized Experiments (JoVE), including JoVE Science Education, for all USDA employees, contractors, and authorized users worldwide. - Government Buyer: - United States Department of Agriculture (USDA) - Agricultural Research Service (ARS) - National Agricultural Library (NAL) - OEM/Vendor: - MyJoVE Corporation (JoVE) - Products/Services Requested: - Subscription and perpetual access to all sections of JoVE, including JoVE Science Education - 1 subscription per year for a base year plus four option years (total of 5 years) - Part number: 7540-01-152-8067 (for each year) - Access for USDA employees, contractors, authorized public on-site users, cooperators, and volunteers worldwide - 24/7 authenticated electronic access with rights for viewing, printing, saving, and non-commercial dissemination - Administrative access for usage data - Unique or Notable Requirements: - Perpetual access rights to JoVE content, not available from other sources - Compliance with federal anti-discrimination laws - Sole source justification: JoVE is the exclusive producer and provider of this content - Extensive market research confirmed no alternative providers meet the requirements

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1117 is issued as a Request for Quotation (RFQ) for Subscription and Perpetual Access to Journal of Visual Experiments (JoVE) for the National Agricultural Library.

The United States Department Agriculture (USDA), Agricultural Research Service (ARS), intends to award on a single source basis.

Potential sources who believe they can provide the services listed are invited to submit a quotation by the response date listed, in accordance with the instructions provided herein.  All timely responses to this solicitation will be considered, however, the determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. 

This acquisition is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 513120 – Periodical Publishers  The small business size standard is 1,000 employees.  This acquisition is a total small business set-aside requirement.   All responsible sources may submit a quotation which will be considered by the agency.
