OFFERORS UNABLE TO DEMONSTRATE READY-TO-OCCUPY SPACE ARE UNLIKELY TO BE CONSIDERED. ALTERNATIVE SPACE MAY BE REVIEWED ONLY IF IT CAN BE DELIVERED PROMPTLY WITHOUT EXTENDED BUILD-OUT LEAD TIMES.
This advertisement is incorporated into Request for Lease Proposals (RLP) No. 26NAT02 by reference as an RLP attachment. In the event of any conflict between this advertisement and the provisions of RLP No. 26NAT02, the requirements of this advertisement shall take precedence.
The U.S. Government is seeking competitive lease proposals for fully finished, and furnished (optional) administrative office space to support government law enforcement operations.
This advertisement covers two separate office requirements with identical specifications but different geographic locations. The Government will award separate leases for each location. Offerors must submit separate offers for each location they wish to be considered for.
Location 1: Bethesda, MD area Location 2: Potomac, MD area
Each location will be evaluated independently. An award for one location does not guarantee or preclude an award for the other location.
Location/Delineated Areas:
Bethesda, MD: 2-mile radius from the intersection of East West Hwy and Wisconsin Ave Potomac, MD: 5-mile radius within Montgomery County, MD from the intersection of River Rd and Falls Rd
Lease Term:
10 years, 5 years firm
Occupancy:
As soon as practicable following lease execution Ideal space is substantially built out and ready for occupancy.
Space Requirements:
The Government requires 1,500 to 2,000 ABOA square feet of administrative office space. The offered space must be contiguous. Ground-floor space is acceptable. The Government may consider a variety of office settings, provided the offered space is suitable for professional administrative office use and meets the requirements of this advertisement and RLP No. 26NAT02 The Government requires 24-hour, 7-day-per-week access to the leased premises and associated parking. The offered space must provide necessary building services on a 24/7 basis, including HVAC, elevators, restrooms, lighting, and power, etc.
Space Layout:
At least six (6) private offices; Sufficient open office area to accommodate at least six (6) cubicles or workstations; One (1) storage/file room One (1) IT closet or IT room with adequate cooling to maintain safe operating conditions for IT equipment. One (1) separate room capable of housing 30 lockers, with each locker measuring approximately 18 inches wide x 36 inches high x 24 inches deep; Floor capacity sufficient to support a heavy safe weighing approximately 400 pounds.
Parking Requirements:
The offered property must provide reserved parking for Government-owned vehicles as follows: Minimum required: 15 spaces Preferred: 25 spaces Parking must be located on-site. Structured parking is preferred; however, surface parking is acceptable if the parking area can be monitored by security camera coverage on a 24-hour, 7-day-per-week basis. On-site electric vehicle charging stations are preferred but not required.
Delivery Condition:
Space must be modern, high-quality, and suitable for professional use. Outdated or poorly maintained space will not be considered. Offered space must meet the requirements in this advertisement and RLP 26NAT02 and be priced accordingly. If the market cannot deliver space that fully meets these requirements, the Government reserves the right to identify and consider the closest acceptable alternative. Building Specific Amortized Capital (BSAC): The Government requires a BSAC amount of $25.00 per ABOA SF to be made available by the Offeror. Tenant Improvement Allowance (TIA): The Government does not anticipate requesting tenant improvements. However, should the Government determine that improvements are necessary, the Offeror must make available a TIA of $54.04 per ABOA SF.
Furniture (optional):
The Government may accept space that includes existing systems furniture and furnishings (e.g workstations, private office furnishings, conference tables and chairs) for Government use to help support timely occupancy, at no additional cost to the Government. Any furniture offered must be clean and in good working order with no significant defects, and available for Government use by occupancy as determined in the Government’s sole discretion. Furniture offered is subject to Government inspection at turnover/occupancy. If the Government will not accept the offered furniture, the Lessor bears the cost to remove it. If furniture is provided, the Government reserves the right to abandon in-place at the end of the lease. Furniture is not a requirement of technical acceptability and will not be evaluated for award. Offers that do not include furniture remain fully eligible.
Evaluation and Term:
Offers will be submitted and evaluated under RLP No. 26NAT02 on a 10-year / 5-firm occupancy term basis. Evaluation will be lowest-priced, technically acceptable (LPTA).
Offer Submission Open Period:
Offers must be submitted between August 1, 2026 - August 7, 2026 (closes 8:00 PM ET) to be considered.

Offers must be submitted through the Leasing Portal: https://leasing.gsa.gov. Login or register for an account by clicking the “Registration” link on the homepage, or select “Create an Account” from the login screen. When completing the offer workflow, enter “26NAT02” in the RLP # field to ensure your offer is properly associated with this requirement. Offer Submission Guidance: Offerors are encouraged to submit all available vacant space within the building that meets or exceeds the stated requirements; the Government will determine which portion—if any—is needed to satisfy the requirement following building tours and due diligence. Initial offers must include: Scaled floorplan of the offered space Authorization to represent ownership (if applicable) Marketing package showing the space is finished and furnished (photos strongly encouraged)
Note: Uploading these three documents is only one part of the offer submission. Offerors must also complete all Leasing Portal questions related to the property, building characteristics, and final rate offer. The portal will guide you through each required section before submission. Offers that do not include completed property and pricing information in the portal will be considered incomplete.
Additional documentation (e.g., due diligence materials, confirmations, or clarifications) may be requested after the response period has closed to verify compliance or confirm technical acceptability. A sample due diligence letter may be attached to this advertisement for reference.
Additional Notes:
Offered space must comply with all applicable Federal, State, and Local jurisdiction requirements, including standards for fire and life safety, accessibility, seismic resilience, and energy efficiency. Compliance with Section 889 of the FY19 NDAA is required. Offerors must maintain active SAM.gov registration (RLP Clause 3.06, subparagraph B.7).
