(GTL/ViaPath) is the incumbent provider - Opportunity is open to other OEMs capable of delivering inmate communication solutions - Products/Services Requested: - Inmate telephones: 100 durable, non-coin kiosks for housing units - Telecommunications Device for the Deaf (TDD): 1 device - Inmate tablets: 802 secure tablets for inmates, supporting phone calls, law library, commissary, education, mental health, grievances, entertainment, and more - Officer tablets: 10 tablets for live monitoring and control - Money kiosks: 2 kiosks for cash deposits in lobby and booking area - Installation, maintenance, hosting, and operation of the entire system - 24/7/365 live domestic customer service and IVR support - Initial and refresher training for OCCF personnel - Unique/Notable Requirements: - Vendor must own, install, maintain, and operate all equipment and software at no cost to the County (revenue-sharing model) - System must be scalable, FCC compliant, and support call monitoring, recording, and fraud prevention - Secure, remote web-based access for OCCF administration, including mobile device compatibility - Tablets must support a wide range of inmate applications and be managed by officer tablets - Customer service must be available at all times for both County and called parties

Description

The County of Orange is seeking a vendor to install, maintain, host, and operate a web-based inmate communication system at the Orange County Correctional Facility. The system includes telephones, tablets, and money kiosks and must be securely accessible via the Internet by OCCF administration from anywhere, including mobile devices. The contract term is 5 years with the possibility of three additional one-year extensions. The current system is provided by Global Tel*Link Corp. with approximately 100 inmate telephone kiosks and one TDD device.
