Statement of Work
Audiovisual System
1. Scope of Work: US Navy Strategic Systems Programs (SSP) requires a new audio visual (AV) system for an operations center located at Strategic Weapons Facility Pacific (SWFPAC) in Bangor, WA. The proposed system shall be designed and installed to be efficient and flexible to allow for future upgrades, user friendliness, and reliability. Upon completion of installation, configuration, programming, and testing, the Contractor shall deliver the source code for the AV system.
2. AV System, Design, Installation, Configuration, Test, and Training: Contractor shall provide an AV system that meets the requirements and capabilities described below and as depicted in attachment 1, hereby incorporated into this statement of work (SOW) by reference. The Contractor will be responsible for procurement of all audio/video hardware, software, cabling, and network topologies used to capture, process, distribute, and manage audiovisual signals, displays, and any equipment required for a fully functional system as stated in the requirements, unless specifically annotated as government furnished/provided. Contractor shall provide: (1) the baseline build (without spares specified below) as detailed in attachment 1 (2) "SVR_RM SPARE UNCLASS" AV System Source Input as detailed in attachment 1 (3) "SVR_RM SPARE CLASS" AV System Source Input as detailed in attachment 1 (4) "EWOC SPARE UNCLASS" AV System Source Input as detailed in attachment 1 (5) "EWOC SPARE CLASS" AV System Source Input as detailed in attachment 1 NOTE: No component in the AV system will have wireless and/or infrared capabilities.
2.1. AV Room Control System: Contractor will custom design an intuitive and simple control system with the following characteristics:
2.1.1. AV room control system requires two (2) wired touch panels in designated areas as the primary room controllers for all system functions and associated devices in the room with the following minimum features:
2.1.1.1. The touch panel shall accurately reflect the status of the system(s) in use (room mode and classification status, microphone status, video call status, source and destination routing status)
2.1.1.2. Touch panels will also need to control the Unified Communication and Collaboration Systems (UCCS). The required features are as follows:
Dialing Buttons Camera pan/tilt/zoom Inputs to send to the UCCS for presentations Self-view controls Service buttons

2.2. AV System Sources: The AV system shall include hardware, software, cabling, and network topologies used to capture, process, distribute, and manage audiovisual signals to support classified and unclassified video sources as depicted in attachment 1 and as written below: PELCO CLASS WOS WKS CLASS WOC SENSEI-1 UNCLASS DPO WKS UNCLASS WOC SENSE-2 UNCLASS DPO WKS CLASS CORIAN UNCLASS NET CDR WKS UNCLASS WOC-VTC CLASS NET CDR WKS CLASS WOC SPARE CLASS VR_RM SPARE UNCLASS WOC SPARE UNCLASS SVR_RM SPARE CLASS WOS WKS UNCLASS. Additionally, Contractor shall physically verify that the existing government cabling is sufficient and that government-provided equipment racks have adequate space to support the proposed design. If not, the contractor shall provide cabling and equipment racks to support their proposed design. Standard presentation sources will also include:
Table Workstation AV Interface (HDMI) Multiple video sources from multiple rooms utilizing up to quad Screen (4 HDMI Interfaces)
2.3. AV System Output and Hospitality Monitors: The AV system shall include hardware and infrastructure to support display outputs as described below and in attachment 1:
In the WOC Room, there shall be eight (8) Hospitality Monitors with compatible AV System Output hardware. The characteristics of these monitors are:
All monitors shall be the same size to maximize wall space; contractor must secure concurrence on the recommended size with the government representative and verify adequate wall space. Monitors must support minimum 4K resolution (UHD), include at least two HDMI inputs, and be controllable via LAN from the AV Control Display System. Monitors shall have flush ends to allow cohesive image spanning for a 2x2 grid or quad-screen display. Minimum height from ceiling: 18 inches. Minimum height from floor: 40 inches. Each monitor will be wall-mounted with a reinforced backboard, painted to match the room, and on a swivel arm for access to cabling.
2.4. Audio System for VTC: The AV system for the WOC room shall have the following characteristics:
Provides uniform audio coverage to the entire room (dimensions in attachment 1). Powered by a power amplifier to maintain 60-65 dB SPL, verified by the contractor. Touch panel interface can route a single source audio feed to all speakers. Includes a master volume slider and mute/unmute icon. Ceiling or tabletop microphones for teleconferencing support.
2.5. AV Room Video Switching System: The system shall be designed as depicted in attachment 1 and include:
All hardware provided and installed by the Contractor. Require dual uplink 10GB connections between two Video Switching systems, fiber isolators, and a control switch. Use the same make and model fiber isolators between source switches and control switch. Switches must be SWFPAC approved for IA and TAA compliance; Cisco switches are preferred. Provide decoders as needed to support the 8-monitor design in attachment 1.
3. Video Conferencing Capabilities: The AV system shall support IP audio/video calls on one video network control switch using a compatible CODEC (preferably Cisco), supporting:
Transmitting and receiving 1080P HD video, content, and dual video streams (H.239, Duo Video). Full-screen views of remote and local participants or content. Control via the AV room control system. Routing, call control, directory access, volume, mute, microphone, content sharing, and advanced options via touch panels. Microphones for local audio transmission, connected to an audio mixer with routing, gain control, noise suppression, and echo cancellation. Output to the video CODEC and telephone conferencing. A 10/20x zoom 1080p HD camera, wall-mounted, with control via touch panels, supporting up to six user presets. Standard features include IP calls, camera control, preset management, recent calls, directory access, content sharing, and volume control.
4. AV Equipment Rack: The Contractor shall maximize the use of existing government racks, verify fit, and provide additional racks if needed. All cabling, hardware, and cooling shall be procured and installed as per the design, ensuring adequate power and space.
5. System Installation, Configuration, Programming, and Testing: The Contractor shall submit a Plan of Actions and Milestones (POAM) within 30 days, and install, configure, program, test, and train personnel on the system at the government site.
6. Training: On-site training for SSP/SWFPAC personnel and users will be provided, along with manuals in PDF format within 14 days of installation.
7. Maintenance Support and Warranty: One year plus four optional years of support, including fault isolation, repair, updates, and documentation. Support includes troubleshooting, outage response, and system changes as specified.
8. Contractor Personnel: All technicians shall be certified, properly identified, and have necessary clearances and training. Personnel must be escorted, and access is restricted to US citizens with at least a Secret clearance for installation personnel.
9. Special Provisions/Additional Information: Includes base access, vehicle passes, escort requirements, safety, security, and conduct policies, and other operational guidelines.
10. Work Area Restrictions: Smoking, flame devices, HERO restrictions, wireless device prohibitions, photography restrictions, scheduling, and coordination requirements are outlined to ensure safety and security.
